Daily population rounds are a coordinated walk-through of every animal in the shelter, done by a small group that can make decisions, ending with a named person and a deadline for each open issue. They are not a solo cleaning inspection. Best Friends Animal Society, whose webinar and playbook this guide draws on, says: “Daily population rounds can help your shelter save time, improve communication, and enhance quality of life for animals under your care.” Below is how to set the routine up, what to check, and how to make sure the work actually gets done.
What daily population rounds are
Best Friends’ webinar page, presented by Medical Director Erin Katribe, DVM, MS and National Shelter Medicine Manager Melanie Lyons, frames rounds as a way to identify care improvements, set pathways for recent arrivals, and address individual animals’ medical needs. It is aimed at teams that feel they are “always playing catch up” and at “staff looking to implement rounds for the first time.”
The companion Daily Rounds: Planning a Pathway Playbook (page marked “Updated May 2022”) notes that traditional rounds often centered on medical or supervisory checks such as cleaning and sanitation. The playbook extends them to planning each animal’s next step, which can support shorter stays and positive outcomes.
A caution on evidence: the benefits listed here, including time saved, better communication, shorter stays and more adoptable animals, are Best Friends’ stated rationale. The pages reviewed give no figures or controlled evaluation, so treat them as intended benefits rather than guaranteed results.

Step-by-step: setting up the routine
1. Assemble a decision-making group
Best Friends recommends a group over unrelated individual checks. Ideally it includes people representing medical, foster/rescue, behavior and adoptions, or staff with authority in those areas. With limited staff, include people who can speak to those needs and make decisions on the spot. The playbook suggests adding someone responsible for online marketing at least weekly.
2. Start from a current population list
Generate the list from your shelter software where possible. Walk early, before or during daily cleaning, so you can see food and water consumption and elimination as well as the animal’s condition.

3. Review each animal and its records
- Does the population list match the kennel card, and is there a kennel card at all?
- Are behavior notes and caregiver observations current?
- Are vaccinations and standard medical procedures up to date?
- Has a potential owner been contacted?
4. Observe the animal, not just the paperwork
Watch behavior, health, food and water intake, and elimination. Then ask whether behavior, enrichment needs, health or housing location point to a different plan, such as a move to a quieter kennel or added enrichment.
5. Agree on next steps and assign ownership
For each animal, write down the issue or opportunity and who is responsible. Pathways named in the playbook include adoption, foster care, transfer, owner contact, enrichment and behavioral support. Stray-hold periods can be used to plan a pathway so it can start the moment the hold ends. Foster and transfer options are easier to decide on the spot if you carry a current list of foster families and rescue groups with notes on which animals each can take.

6. Share and track the work
After the walk, compile a master list of animal needs and circulate it to supervisors with deadlines. The playbook mentions email and a shared whiteboard as ways to keep open issues visible before the end of a shift.

Common ways rounds go wrong
- Issues without owners. A note with no name and deadline tends to be seen again tomorrow. Assign both every time.
- Records trusted over the animal. Mismatched kennel cards and lists are exactly what the walk is meant to catch.
- Missing decision-makers. If nobody can approve a foster placement or transfer, the plan stalls; send someone with authority in each area.
- Walking after cleaning is finished. You lose the chance to see eating, drinking and elimination.
