If you’re unhappy with your vet’s care or fees, start by keeping your animal’s treatment on track and sending a specific written complaint to the practice manager or owner. Explain what happened, when it happened, what documents support your concern, and what outcome you want. If the practice cannot resolve it, the right next step depends on whether your concern is about professional conduct, a bill, or compensation—and on where you live.
First, make sure your animal can get the care it needs
Do not wait for a complaint to be resolved before arranging urgent assessment or continuing treatment. Contact a qualified veterinarian promptly if your animal needs care. If you no longer trust the current practice, ask another practice whether it can see your animal in time and arrange a safe transfer of relevant clinical information.
Work out what you are complaining about
A concern can involve more than one issue, but separating them helps you choose the right route.
- Care or conduct: for example, a concern about communication, consent, professional behaviour, an alleged error, or harm to your animal.
- Fees or pricing: for example, a charge you do not understand, a bill above an estimate, or disagreement about the price agreed.
- Compensation: a claim that substandard care caused harm or financial loss. This is distinct from asking a regulator to consider professional conduct.
How to complain to the veterinary practice
Write to the practice manager or owner first. The Royal College of Veterinary Surgeons (RCVS) advises UK clients to raise concerns with the practice before escalating them. See RCVS guidance on concerns about veterinary care.

- Set out the key events in date order, using specific examples rather than general accusations.
- Explain the effect on your animal or on you, and state what you want the practice to do—for example, explain a decision or charge, correct an error, apologise, or consider a remedy.
- Attach or refer to relevant estimates, consent forms, invoices, treatment or medication information, and messages. Keep copies of what you send.
- Ask for a written response and a timeframe. The practice’s complaint process and response times can vary.
Stick to what you know and distinguish it from what you suspect. If the concern involves both care and a bill, describe each separately so the practice can answer both.
What to do if the vet bill is higher than the estimate
Ask the practice for an itemised explanation of the bill and compare each charge with the estimate and the work you understood had been agreed. Ask when and how any changed treatment plan or likely increase in cost was communicated. Preserve the estimate, consent records, invoice, and related messages. Rules on access to records vary by location, so do not assume the same right applies everywhere.

Some jurisdictions have specific pricing requirements. In England and Wales, UK Competition and Markets Authority (CMA) guidance says covered practices must provide written estimates for recommended treatment pathways reasonably likely to cost £500 or more including VAT. If the total is likely to rise by 20% or £500, whichever is lower, they must update the estimate. Implementation is phased: the guidance lists June 2027 for large businesses and September 2027 for small businesses; itemised-bill requirements are also phased. These are UK-specific future implementation dates, not rules for every practice or country. Check the CMA’s veterinary-business guidance for current details.
Which route can address your concern?
There is no single complaints body that handles every kind of dispute. A professional regulator may examine conduct or standards but may not decide that you are owed a refund. A consumer dispute route or court may deal with eligible financial claims, while mediation can help the parties try to reach an agreement. Check the route’s jurisdiction, eligibility, possible outcomes, costs, and time limits before proceeding.

Examples of country-specific routes
The procedures below apply only in the named jurisdiction. They are not interchangeable, and local deadlines or arrangements may change.
United Kingdom
The RCVS recommends raising concerns with the practice first. It says most fee-level disputes are outside its jurisdiction. For eligible complaints, the government describes VCMS as free, independent mediation, but participation is currently voluntary. England and Wales: UK CMA pricing requirements
The estimate and itemised-bill requirements described above are for covered veterinary businesses in England and Wales, with implementation phased by business size. The CMA guidance lists June 2027 for large businesses and September 2027 for small businesses. For the rules and timing, use the CMA implementation guidance.
Sweden
Sweden’s Consumer Agency says a consumer should pay the agreed price or, if no price was agreed, a reasonable price. It identifies the National Board for Consumer Disputes (ARN) or a court for unresolved economic disputes, and the animal health and care disciplinary board for alleged malpractice. New York
New York State Education Department Office of the Professions guidance says its office does not negotiate or resolve fee disputes. It recommends clear financial terms and communication about treatment costs. See its veterinary fee guidance.
Singapore
According to the Singapore Veterinary Council page updated 31 August 2026, the Animal & Veterinary Service (AVS) continues licensing veterinarians and handling complaints until the new registration framework starts. The Singapore Veterinary Council will handle complaints once that framework is in effect. Confirm the transition status on the Singapore Veterinary Council complaints page.

If you believe negligent care caused serious harm or loss, consider getting legal advice about whether a claim is viable. The RCVS explains that its professional process is separate from legal action. It states: “You must show that the standard of care fell below what is reasonably expected and that this caused harm to your animal.” That is a demanding causation test, not simply proof that the outcome was poor or that you disagree with a decision. Read the RCVS’s guidance on legal action and veterinary concerns.
What UK complaint data can—and cannot—tell you
UK figures provide context, not a prediction of how common these problems are elsewhere. In a 2023 Which? survey cited in the CMA’s 2025 report, 36% of surveyed pet owners said they usually learned the price after the appointment at reception, while 4% said they usually learned it when receiving the bill. Separately, VCMS data covering November 2019 to June 2024 showed 12% of its complaints related to clinical fees and 11% were categorized as consent, service, communication, or failure to update.
