Pet insurance and a veterinary wellness plan pay for different kinds of care. Pet insurance may reimburse eligible costs from covered accidents or illnesses, subject to the policy’s terms. A veterinary wellness plan is generally a clinic-specific package of routine preventive services, such as vaccines or dental cleanings. Neither automatically provides the other’s benefits, and the agreement—not the product label—determines what you get.
How pet insurance works
Pet insurance is a policy that can help pay for eligible veterinary expenses when a covered accident or illness occurs. It is conditional coverage, not a promise to pay every vet bill. The policy sets the covered conditions and treatments, exclusions, deductible, reimbursement method, waiting periods, and benefit limits. Many policies reimburse the pet owner after a claim, but reimbursement methods vary. Terms that affect what insurance pays
- Covered care and exclusions: Confirm which accidents, illnesses, conditions, and treatments qualify. Ask how the policy treats pre-existing, hereditary, or congenital conditions.
- Waiting periods: Coverage may not begin immediately for every condition. Check when each type of coverage becomes effective.
- Deductible and reimbursement: Find out what you pay first and whether reimbursement is a percentage of eligible bills or follows a benefit schedule.
- Limits and renewal: Review annual or lifetime limits and renewal provisions, rather than comparing premiums alone.
- Provider choice: Some policies allow you to choose a veterinarian; verify whether a network or other provider restriction applies.
The NAIC’s consumer checklist also recommends asking whether annual wellness exams, prescriptions, spaying or neutering, and other services you expect are covered. How a veterinary wellness plan works
A veterinary wellness plan generally packages routine or preventive care through the clinic or provider offering it. Mars Veterinary Health described these plans in a July 6, 2021 submission to the NAIC as provider-specific bundles that can include services such as vaccines and dental cleanings, often sold for a set period with monthly subscription payments. A wellness plan’s value depends on the included services and whether you use them during the plan period. Read the clinic agreement for the service list and quantities, when services can be used, total fee and payment schedule, where they can be used, and what happens if you cancel or leave benefits unused. Do not assume it covers unexpected illness or injury: a preventive-care package is not automatically accident-and-illness insurance.

These are general distinctions, not guarantees about every product. The policy or clinic agreement controls.
How to decide what fits your pet and budget
There is no one-size-fits-all answer. Compare the arrangements against your pet’s health history, expected routine care, and the amount of an unexpected treatment bill your household could absorb. Some owners consider both, but one should not be treated as a substitute for the other. Mars Veterinary Health has noted that some pet owners use both; its statement does not establish that doing so is right for every household.
- Get the documents. Obtain the current insurance policy or sample policy and the clinic’s written wellness-plan agreement before enrolling.
- Estimate routine use. List the preventive services your pet is likely to need and compare that list with the plan’s included services, quantities, fees, and use period.
- Test insurance against realistic scenarios. Check how the policy would handle plausible illness or injury costs, including the deductible, reimbursement rules, exclusions, waiting periods, and limits.
- Check the provider rules. Confirm whether you can use your preferred veterinarian for insurance claims and where the wellness-plan services are available.
- Review local requirements and contract details. State rules and agreements can differ; the NAIC model act is a model, not uniform state law.
Why these options are often discussed
In the United States, 6.25 million pets were insured in 2023, a 16.7% increase from 2022, according to the North American Pet Health Insurance Association’s 2024 report as reported by the NAIC in 2025. That growth gives context to the insurance market, but it does not show whether insurance or a particular wellness plan is a better value for an individual pet. NAIC: Pet Insurance.
