Do not force greetings or punish barking and lunging. The goal is for your dog to feel safer—not necessarily to welcome every person or accept petting.
Start by making encounters safer
Management reduces the chance that your dog will be pushed beyond what they can handle. It also gives you a safer setting for gradual behavior work. Choose quieter routes or times, increase distance from people, and use visual barriers when you can. These steps are not a failure of training; they are part of a humane plan. AVSAB’s guidance on management for fearful dogs explains why preventing difficult encounters matters.
On walks
- Choose quieter places or times when possible, and keep food your dog values readily available.
- If someone is approaching, cross the street, turn away, or use a parked car or another visual block to create space.
- If a person appears unexpectedly and your dog reacts, move away first. Offer food only if your dog is able to take it.
When people visit
- Before guests arrive, give your dog the option to stay behind a pet gate or in another safe area.
- Ask visitors not to approach, stare at, reach over, or pet your dog. Let the dog decide whether to watch from a distance.
- If your dog is relaxed enough to eat, you can pair the sight or sound of visitors with food. Use a gate to separate people safely, not to trap your dog near someone who frightens them. AVSAB describes barriers such as pet gates as a humane management aid.
Use distance to change how people feel to your dog
Counterconditioning means pairing a trigger with something the dog enjoys so that the trigger predicts a positive experience. For a dog afraid of people, the person’s appearance should predict food—not become a reason to lure the dog closer than they want to go. AVSAB’s guidance on common mistakes with fearful dogs emphasizes working at an intensity the dog can handle.
- Start far enough away that your dog can notice a person without becoming overwhelmed.
- When the person appears, offer small pieces of food your dog values. Keep the person at that distance; do not use the food to coax your dog into an approach.
- Keep sessions short and manageable. End or increase distance if your dog cannot eat, tries to flee, or becomes more distressed.
- Change only what your dog can comfortably handle. If you are unsure how to set up sessions or progress safely, ask a qualified professional for an individualized plan.
A successful outcome may be a dog who notices a stranger and looks to you for food. Some dogs may become comfortable with closer approaches, but being willing to greet or be touched by every stranger is not a necessary measure of progress.

Read reactions as information, not disobedience
Barking, lunging, or trying to escape signals that the situation was too difficult at that distance or intensity. Create space, then adjust the next encounter so your dog has a better chance of staying comfortable. Do not yell at, intimidate, or physically correct a dog for communicating discomfort.
Use reward-based methods rather than leash corrections, prong or choke collars, or electronic collars as a fear treatment. The American Veterinary Society of Animal Behavior (AVSAB) says its 2021 humane-training position remains its current and authoritative view, and its 2025 board clarification recommends reward-based methods for all training and behavior modification while rejecting aversive methods in any context. Its 2021 position statement says, “There is no evidence that aversive training is necessary for dog training or behavior modification.” Read AVSAB’s position statements and 2025 clarification or its 2021 position statement on humane dog training.

Know when to involve a veterinarian or behavior professional
Talk with your veterinarian if fear appears suddenly, anxiety is serious, or your dog’s behavior changes. A veterinary assessment can consider possible medical contributors and whether medication might be appropriate. Do not start or change medication without veterinary guidance.
A reward-based trainer experienced with fearful dogs can help you plan safe setups around your household’s visitors and walks. A veterinary behaviorist may be appropriate for a serious or complex case, or if your veterinarian recommends one. When evaluating help, ask how the professional handles distance and safety, how they keep a dog below overwhelming levels, whether they avoid aversive methods, and how the plan fits your dog’s needs and your household. Allow for individual progress
Fear does not follow a guaranteed schedule, and the available shelter findings are not a forecast for an individual household dog. In a 2025 report on more than 370 fearful dogs in ASPCA behavioral rehabilitation centers, dogs treated sooner after the program’s three-day settling period showed faster reductions in fear. The program combined structured daily behavior modification and enrichment with anti-anxiety medication for almost all dogs under veterinary behaviorist guidance; it was a specialized shelter program, not a home-dog trial.
