Give your puppy a quiet place to retreat, keep daily routines predictable, and let them decide when to approach people or explore. Do not force greetings, handling, or outings. Puppy-mill survivors can need extra time to adjust, and there is no reliable deadline for feeling at home; coordinate with the rescue and a veterinarian while you follow the puppy’s cues.
Set up a calm place to retreat
Before the puppy arrives, choose a low-traffic spot where they can rest and watch household life without being approached. A quiet room, soft bed, or crate may work, depending on what the puppy finds comfortable. Keep the retreat available as a place to feel safe, not as a way to confine the puppy until they accept contact. ASPCA’s adoption guidance recommends providing a quiet space and giving a new dog time to observe.
At first, limit visitors, loud activity, and unnecessary demands. Keep meals, toilet breaks, and rest as regular as you can. If there are several people in the home, calm, individual introductions are easier to manage than a crowd.
Let the puppy control contact
Allow the puppy to approach when ready. Avoid reaching into a hiding place, pulling them from a crate, insisting on petting, or requiring a greeting. The ASPCA’s advice is straightforward: “Don’t force interactions with people or other pets.” This also means giving the puppy room to move away when they need to.

Fear can look different from one dog to another. ASPCA accounts of puppy-mill survivors describe behaviors such as hiding, trembling, freezing, skittish or frantic movement, little interest in food or toys, and difficulty walking on leash. These are possible responses, not a checklist or a diagnosis. A quiet puppy is not necessarily a relaxed one; look for whether they can rest, move away, and gradually show curiosity rather than judging comfort by how quickly they accept touch.
Build confidence in small, reversible steps
Let the puppy’s behavior set the pace. If they freeze, retreat, tremble, or become frantic, reduce the difficulty: increase distance, shorten the exposure, or return to a familiar setting. Do not lure the puppy into a situation they cannot leave.

Pairing a mild new experience with something the individual dog values may help make it more manageable. In its rehabilitation work, the ASPCA describes using treats or other dogs a survivor liked alongside new people, places, and leash experiences. That is an example of gradual, individualized behavior work, not a universal home-training protocol. Ask the rescue or a qualified behavior professional to help adapt a plan if the puppy’s fear is severe.
Coordinate veterinary and rescue support
Arrange veterinary care after adoption and share the puppy’s rescue records and the behaviors you observe. Ask the rescue what is known about medical needs, handling sensitivities, prior rehabilitation, and any existing behavior plan. Puppy-mill cases can involve both medical and behavioral needs, but needs differ by dog; the available guidance does not establish one medical checklist or a fixed examination timetable.

Contact the veterinarian and rescue promptly if fear is interfering with eating, toileting, safe movement, or necessary care, or if distress is escalating. Do not try to resolve severe fear by forcing exposure. An individualized plan can account for the puppy’s needs and the care that cannot be postponed.

There is no dependable universal schedule. The ASPCA’s “3-3-3 Guideline” is a broad adoption rule of thumb: the first few days may feel overwhelming, the following weeks may bring decompression, and comfort may continue to grow over months. It is not a deadline, a prediction for an individual dog, or a validated prognosis. Puppy-mill survivors may need more time or specialized behavioral support.

The ASPCA’s account of Lolly, a puppy-mill survivor, describes gradual rehabilitation and time to warm up to her home. Her story shows that progress is possible, but it cannot predict how quickly another puppy will adjust. Measure progress by the individual dog’s comfort and ability to recover, not by a calendar or a fixed milestone.
