Dogs may avoid going outside in wet weather because rain on their coat, wet ground, cold, or fear makes the trip uncomfortable. The right response depends on what your dog is reacting to: make toilet breaks brief and rewarding, offer shelter, and build confidence gradually. If the change is sudden or your dog seems painful or has trouble eliminating, contact a veterinarian.
Why a dog may refuse to go out in the rain
Watch what happens rather than assuming your dog is being stubborn. Some dogs dislike water hitting their body; others balk at wet ground beneath their paws. Cold can add to the discomfort. Small dogs may be more exposed to cold near the ground, and short-coated, hairless, or low-body-fat dogs may feel cold more readily. These are possible sensitivities, not a diagnosis. The American Kennel Club (AKC) discusses rain and weather-related potty training.
Discomfort, fear, and learned associations
A dog can also feel frightened or distracted outdoors, making it difficult to settle and eliminate. Rain may coincide with other unsettling sights or sounds, or the dog may have formed an unpleasant association with going out in bad weather. Fear can look different from simple reluctance: the dog may freeze, try to retreat, tremble, or otherwise appear distressed. Reduce the challenge if you see signs of fear rather than pulling the dog through it. Cornell’s guidance on fearful dogs and UC Davis’s guidance on fear in dogs recommend reward-based, gradual approaches.
Consider health when toileting changes
Pain, illness, mobility problems, or age-related cognitive changes can affect a dog’s ability or willingness to eliminate outside. A weather-related refusal may not be purely behavioral, especially if it appears suddenly, is accompanied by new indoor accidents, or your dog seems to strain or struggle to urinate or defecate. VCA’s house-soiling guidance and the Merck Veterinary Manual’s overview of dog behavior problems discuss medical and behavioral factors that can contribute to house-soiling.

How to make wet-weather toilet trips easier
- Choose a simple, familiar destination. Walk your dog to a designated potty spot, keeping the trip predictable. Use a familiar verbal cue if your dog already knows one.
- Keep the first outing brief. Give your dog a manageable chance to sniff and toilet without turning the trip into a long walk. You can extend outings as your dog becomes more comfortable.
- Reward outdoor toileting right away. As soon as your dog goes in the intended spot, offer a valued treat, praise, or play. The AKC also suggests pairing rain with enjoyable experiences to build a more positive association.
- If your dog does not go, try again under supervision. Return indoors and keep your dog supervised rather than leaving them alone to have an accident. Offer another toilet opportunity soon. AKC’s potty-training guidance supports repeated opportunities and rewarding the behavior you want.
- Make the spot less exposed if possible. A covered patio or safe natural overhang can make a quick toilet break more comfortable. A familiar surface in a sheltered, designated area may help some dogs.
What to do if your dog is afraid
Do not punish refusal or force a fearful dog to remain outside for a prolonged period. Instead, identify what seems to trigger the response and make the exposure easier. For example, begin at a distance or duration at which your dog can remain calm, and pair that manageable experience with something the dog values. Increase the challenge gradually only while your dog is coping.
Cornell behavior resident Dr. Pamela J. Perry, D.V.M., advises: “Punishment should not be used [with a fearful dog] because it may exacerbate the fear and lead to other behavior issues. Rather, the owner should use positive reinforcement.” UC Davis similarly cautions: “Do not flood the dog with the stimulus! By exposing your dog to the full stimulus, you can make the fear worse.” If fear is severe or persists despite a gentler approach, ask your veterinarian about behavior support.

Can a raincoat, boots, or indoor activities help?
Choose an aid based on the discomfort you observe. A properly fitted coat may help if rain on the body or cold seems to be the main problem; boots may suit a dog bothered by wet ground. Fit and the dog’s willingness to wear the item matter, and not every dog will tolerate clothing or footwear. These are optional comfort aids—not a guaranteed fix for fear or illness. The AKC offers general advice on walking dogs in rain or snow, but the available guidance does not establish that any particular brand or product works for every dog.
If weather forces you to shorten walks, use indoor activities such as scent games, food puzzles, or play to provide enrichment that suits your dog. They can complement toilet breaks, but do not replace opportunities to eliminate.

When to call a veterinarian
Arrange a veterinary check if your dog’s refusal starts suddenly, house-soiling is new, or your dog appears painful or has difficulty urinating or defecating. A veterinarian can assess whether a health or mobility issue is contributing before you treat the problem as a training matter.
