Report suspected animal cruelty or neglect to the agency responsible for the place and type of animal involved. That may be local animal control, police or a sheriff, or a designated animal-welfare or agriculture agency. Reporting channels, legal definitions, emergency procedures, and agency powers differ by jurisdiction; use the official local authority’s instructions. If an animal faces an immediate threat or a crime is happening now, use the local emergency channel—not a presumed nationwide animal-cruelty number.
Where do I report suspected animal cruelty?
Start with the city or county agency responsible for animal control where the animal is located. If you cannot identify the right agency, contact local police or the sheriff and ask who handles animal-welfare complaints. Some places divide responsibility by species or setting, so a farm-animal concern may go to a different authority than a companion-animal case.
- Check jurisdiction: Confirm the agency covers the location and animal type.
- Check authority: Find out whether it investigates or enforces laws, or only refers complaints elsewhere.
- Check intake: Use its official phone or online reporting method and confirm whether it accepts photos, videos, or documents.
For example, Indiana directs people to local animal control if available, or otherwise local police or the sheriff. The state Board of Animal Health says its jurisdiction is limited and it generally becomes involved after a law-enforcement request or court order. See the Indiana reporting guidance.
Georgia lists different contacts for categories that include companion animals and livestock; consult its animal-cruelty reporting page for the relevant route.

United Kingdom: route depends on nation and animal
For injured pets and wild animals, GOV.UK directs people in England and Wales to the RSPCA, in Scotland to the SSPCA, and in Northern Ireland to the USPCA. Farm-animal welfare concerns go to APHA in England, Scotland, and Wales, or DAERA in Northern Ireland. Confirm current contact details and hours on the GOV.UK reporting page.
New York City: emergency versus non-emergency
New York City directs people to call 911 for a crime in progress and use 311 or its online channel for other animal-cruelty reports. Its online form accepts photos, videos, and documents. This is a city-specific procedure, not a general instruction for other locations; see the NYC animal-cruelty page.

What should I include in an animal-cruelty report?
Describe what you observed, not what you assume happened. You do not have to prove a case before reporting; an incomplete but honest report can still help authorities decide what facts to check. Clearly distinguish what you personally saw or heard from information someone else told you and from your own interpretation. The New York City Bar guide explains that an incomplete report may still help authorities determine whether to act.

- Location: Exact address or the best directions you can give.
- Time and pattern: Date and approximate time of each observation; say whether it appears to recur.
- What happened: Concrete descriptions of what you saw or heard, avoiding labels such as “abuse” as a substitute for facts.
- Animals: Number, type, appearance, visible condition, and any immediate hazard.
- Identifying details: Relevant descriptions of people, vehicles, or other details, if known.
- Other witnesses: Names and contact details of firsthand witnesses willing to speak with authorities.
- Supporting material: Photos, video, or veterinary documents you already have; note when and where each was obtained.
Be candid about uncertainty. For example, say “I saw the dog outside without visible shelter during the period I was there” rather than asserting why it was outside or what the owner intended. Boston’s guidance also cautions witnesses not to jump to conclusions when they may not see all relevant facts; see the City of Boston animal-care guidance.
How can I document evidence safely?
Photos and video can support a report, but they are not worth trespassing, confronting someone, or putting yourself in danger. Record only from a place where you are lawfully allowed to be. Do not enter private property or approach a suspected abuser to get a better view. The ASPCA reporting guidance specifically advises against trespassing to photograph or record.

- Make notes as soon as practical, while keeping observations separate from guesses or information from others.
- If you already have media, note when and where it was captured and what it depicts.
- Keep original files and notes intact; avoid edits that could make it unclear what the material shows.
- Do not delay an urgent report to collect more material.
These steps help you give a clear account, but they do not establish a universal legal evidence-preservation standard. Follow the receiving agency’s instructions for sending or retaining files.

- Contact the responsible agency. Use its official intake channel and describe whether the situation is happening now or is an ongoing concern.
- Give the factual account. Provide the location, dates and times, what you observed, animal descriptions, any immediate hazards, and available identifying details.
- Ask how to submit materials. Confirm whether the agency can accept your photos, video, or documents and how it wants them sent.
- Record the contact. Note the report date and time, agency, staff member or identifier, reference number if provided, materials submitted, and any stated next step.
- Follow up when appropriate. If you have not heard back after a reasonable interval, contact the receiving agency using the reference number if you have one. Ask whether it needs additional information.
The ASPCA recommends keeping a record and following up as needed. The New York City Bar guide also discusses documenting report details. Neither source establishes a single response deadline that applies everywhere.

Can I report anonymously?
Possibly, but anonymity and confidentiality depend on the authority. The ASPCA says anonymous reporting is possible in some cases; NYC permits anonymous reports but notes that contact information may help with follow-up and prosecution. Ask the agency how it handles your identity before submitting a report. Do not assume that anonymity is available or that your identity will remain confidential.
A witness who is willing to provide contact details and stand behind a firsthand account may help an investigation, but report only what you know and do not exaggerate to make a complaint sound stronger.
What if I am unsure whether the situation counts as cruelty?
Legal definitions and reporting duties are local, and a troubling situation may involve facts you cannot see. You do not need to decide whether a law was broken before contacting the responsible agency. Describe the observable conditions, state what you do not know, and let the authority determine whether it falls within its remit. Do not treat a rule applying to a particular professional or jurisdiction as a general duty for every witness; for example, Maryland’s regulation addresses reporting by a treating veterinarian, not a universal public reporting obligation.
