Call your local emergency number if a fight is underway or anyone is in immediate danger. Otherwise, contact local animal control, a dog warden, police, or the designated animal-welfare authority. Keep your distance from a frightened or aggressive dog, do not confront anyone, and treat “bait dog” as a suspicion—not a diagnosis.
Choose the right reporting route
The correct agency depends on your location and whether there is an immediate threat. If you are unsure which body handles animal concerns, contact your local authority or police through its non-emergency channel and ask where to report.

| England and Wales | Report a stray or abandoned dog to the local authority. Current government guidance describes local authorities’ responsibilities for stray dogs, whether the dog is lost, stolen, or abandoned. |
These are jurisdiction-specific examples, not a single reporting system for every country. Follow the current directions of the agency where the dog is located.
Make a safe, factual report
- Record the location and time. Give the street address or a clear description of the place, when you saw the dog, and whether it is still there.
- Describe what you observed. Note the dog’s approximate size, color, behavior, visible injuries, condition, and whether it was tied, confined, or near an immediate hazard. Separate what you saw from what you suspect.
- Share context that may help. Mention whether the dog was alone, whether other dogs were present, and anything relevant about the surroundings. Do not guess at its history or label it a bait dog as though that were established.
- Ask how to submit any photos or additional information. Take images only if you can do so safely and lawfully; there is no universal evidence-submission procedure established across the cited authorities.
- Follow the agency’s instructions. A responder may ask questions or request a statement. The U.S. Department of Justice guide notes that a person who reports suspected dogfighting may later be needed as a witness.
The guide’s advice is direct: “It is not your role to investigate possible illegal activity or to confront the suspect.” It also says to report suspicions to law enforcement or the animal-control agency with jurisdiction over these crimes.

Do not approach, handle, or investigate
- Do not approach an aggressive dog. Scottish Government guidance says to approach only if a stray is calm and appears friendly; that is not an instruction to handle a frightened or injured animal.
- Do not try to catch, restrain, or move a dog that may bite, is injured, or appears distressed. Give responders its location and behavior instead.
- Do not confront a suspected owner or enter private property. Avoid trespassing or taking risks to obtain evidence; authorized responders can decide what further investigation is needed.
- If danger becomes immediate, use the emergency number rather than continuing a routine report.
What signs can—and cannot—tell you
Possible abandonment or neglect
England and Wales government guidance describes a contextual assessment, considering where and how the dog was found, its physical condition, identification, and relevant history. Circumstances may include a dog tied in a public place or left somewhere associated with help, whether it was left with belongings, whether multiple dogs were found, and whether it appeared injured or underweight.
No collar, no tag, a matted coat, long claws, fleas, or ticks should not by themselves be treated as proof of abandonment or neglect under that guidance. A dog may also be lost or straying rather than deliberately abandoned. These are administrative considerations for England and Wales, not a universal legal test.

Possible dogfighting
The ASPCA lists multiple scars, heavy chains, dogs chained close together, and secluded keeping as possible indicators of dogfighting. Dogs may also be hidden indoors. These clues can justify reporting a concern, but none proves an individual dog was used as bait or involved in fighting. Cropped ears alone are not proof, and breed or appearance is not a reliable basis for deciding a dog’s history.

The U.S. Department of Justice guide says some agencies may accept anonymous calls, but a person who reports suspected dogfighting may later be needed as a witness and should not expect to remain anonymous in legal proceedings. Ask the receiving agency about its process, and do not promise yourself or anyone else confidentiality that the agency has not confirmed.
