For a small dog, the most dependable way to reduce risk from hawks and owls is supervision or a fully enclosed outdoor pen with a roof. Keep food and other prey attractants secured, and treat visual deterrents as optional extras—not as protection equivalent to a barrier.
How much danger do hawks and owls pose to small dogs?
Most dogs and cats are large enough to be safe from hawks and owls, according to the Cornell Lab of Ornithology. Large raptors may attack very small pets, so the risk is not zero, but that is different from saying a dog will routinely be carried off. No universal safe dog weight or reliable attack rate is established by the cited guidance.
Use precautions in proportion: make outdoor time supervised where raptors hunt, and provide a roofed enclosure if your dog will be outside unattended. Those steps also reduce exposure to other outdoor hazards.
What should you do during supervised yard time?
Go outside with your dog and stay attentive rather than leaving the dog alone while you are indoors. The Michigan Department of Natural Resources specifically cautions against leaving small dogs unattended where hawks and owls frequently hunt, with particular care at dawn and dusk.

If a raptor is repeatedly hunting or nesting nearby, bring your dog indoors rather than relying on your presence at a distance or on a visual deterrent. Follow wildlife guidance from the agency responsible for your location; Michigan’s advice is state-specific.
What enclosure protects a dog when you cannot supervise?
Use a fully enclosed pen or run with overhead protection. USDA APHIS recommends a fully enclosed pen or run for small companion animals left outdoors unattended, and Cornell Lab notes that a kennel with a roof can protect small dogs from hawks and owls.

An open-top run is not equivalent: it leaves the dog accessible from above. When choosing or setting up an enclosure, check that the roof covers the space, sides and openings are secure, the structure is stable and anchored, and the space suits your dog and yard. These are practical setup checks, not specifications certified for a particular product. Netting may be part of an enclosure, but it should be properly supported and installed so it does not create an entanglement hazard for wildlife.
How can you make the yard less attractive to raptors?
Reduce food sources and prey that can draw wildlife into the area. Michigan DNR recommends securing pet food, bird seed, compost, and garbage, and reducing rodents and other prey where practical.

- Store pet food and bird seed in secure containers; bring food bowls inside after meals.

Do visual deterrents keep hawks and owls away?
Reflective tape, spinning objects, and motion-activated lights may discourage hawks and owls from frequenting an area, according to Michigan DNR. The agency describes a possible deterrent, not a guarantee. These items do not physically block access, so use them only alongside supervision or a roofed enclosure—not instead of either.
