How to Travel Safely With a Service Dog and Keep the Leash Under Control

The ADA generally calls for a leash, harness, or tether in public, with limited exceptions. Airline, destination, and import rules require separate advance checks.

Keep your service dog under control throughout the trip. In public, that generally means using a leash, harness, or tether; if your disability prevents using one or it would interfere with the dog’s safe, effective task work, you must use another effective control method, such as voice or signals. Air travel and international trips add separate requirements, so check the airline and the destination’s current rules before you leave.

What leash control means under the ADA

The U.S. Department of Justice regulation states: “A service animal shall be under the control of its handler.” In public places covered by the ADA, a service dog generally must be harnessed, leashed, or tethered. The exception applies when the handler’s disability prevents using these devices or a device would interfere with the dog’s safe, effective performance of its trained work or tasks. In those circumstances, the handler must maintain control by another effective method, such as voice control or signals. DOJ guidance on service animals and the ADA Title III regulation explain these rules.

The ADA does not require a vest, ID tag, certification, or particular harness or leash. Choose equipment that works for you and your dog; the legal requirement is control, not a specific product style.

How to manage the leash in public and while moving

Use a leash, harness, or tether when applicable, keeping your dog close enough to remain safely under control. Plan for transitions—such as entering a building, boarding transport, or moving through a crowded area—so the leash does not create a hazard or prevent the dog from working. If you need to use an alternative control method under the ADA exception, it still has to be effective.

A travel leash or harness can be useful gear, but no particular design is universally required by the sources cited here. The CDC includes a leash among general dog-travel supplies; that practical suggestion does not make a specific leash or harness an ADA requirement. See the CDC’s dog travel guidance.

What to check before a flight

For a U.S. flight, contact the operating airline before departure. Confirm its current service-animal forms, submission deadlines, airport procedures, and cabin-placement rules. Under U.S. Department of Transportation rules, airlines may require a form attesting to the dog’s health, behavior, and training. For a flight segment scheduled for eight or more hours, an airline may also require a relief attestation. Requirements and procedures can vary by airline, so verify them for your itinerary rather than relying on an older checklist. Keep the dog and leash clear of aisles and exits

DOT says the dog must be accommodated in the space under the seat in front of the passenger, subject to the applicable rule. The dog cannot block an aisle or emergency exit. Airlines may require the dog to be harnessed, leashed, or tethered at all times in the airport and on the aircraft. Keep the leash arranged so it does not obstruct other passengers’ movement or an exit.

If you cannot use a physical control device because of your disability, or it would interfere with the dog’s work, do not assume the ADA exception automatically settles the airline’s procedures. Check the carrier’s rules and discuss an effective alternative control method with it in advance.

Know whom to contact if there is a problem

If the airline denies carriage or you encounter an accommodation problem, ask for its Complaints Resolution Official (CRO). DOT identifies the CRO as the airline’s expert on disability accommodation issues; the airline must make one available in person or by telephone during operating hours.

Plan international travel and the return to the United States

Service-dog status does not automatically satisfy a destination country’s animal-entry rules or U.S. requirements for bringing a dog back. Before booking, check the destination’s service-animal and animal-import rules, the carrier’s requirements, and the current U.S. return requirements for your dog’s travel history and vaccination status. The CDC’s dog-entry rules apply to service dogs as well as other dogs. Start with the CDC dog import guidance and the CDC Dog Import Form instructions, then confirm what applies to your specific itinerary and travel date.

Some destinations impose vaccination or parasite-treatment requirements, import-document rules, quarantine, or breed restrictions. Check official destination-country guidance, keep required travel and vaccination documents accessible, and consult a veterinarian early enough to plan any required treatments or paperwork. The CDC recommends checking both destination-entry and U.S. re-entry rules and consulting a veterinarian; its dog travel guidance offers general planning advice.

Confirm rules for ships and lodging

Requirements outside commercial air travel may differ by carrier and destination. For a cruise or other maritime trip, contact the maritime company about its service-animal policy and check the destination’s rules. Confirm lodging arrangements with the hotel before travel, particularly for an international stay. The CDC’s travel guidance for dogs recommends checking with maritime companies and hotels as part of planning.
