Hawks may occasionally dive at or attack a small dog, but flying away with one is unlikely. There is no reliable universal weight limit for what a hawk can carry: an attack is not the same as lifting prey into flight, and a hawk may stay on the ground to eat prey it cannot carry. Keep small dogs leashed and closely supervised outdoors.
Can a hawk attack a small dog?
Yes, it can happen, but it is unusual. The North Carolina Wildlife Resources Commission says hawks are unlikely to fly away with a pet, though on very rare occasions they may dive after small dogs or cats. The USDA Animal and Plant Health Inspection Service also describes unattended small dogs and cats as occasionally at risk of attack or predation.
That does not mean every hawk poses the same risk everywhere. Species, an individual bird’s behavior, the dog’s size, and the situation all matter. The cited sources do not give a numerical attack rate for pet dogs.
How much weight can a hawk carry?
There is no established, species-wide carrying limit that can be applied to dogs. Carrying capacity depends on the bird and conditions, and the weight of prey a hawk can attack or eat is not necessarily the weight it can lift and fly away with.

The North Carolina Wildlife Resources Commission says the largest hawks in North Carolina weigh about 3 pounds. Cornell Lab of Ornithology says red-tailed hawks can top out at just over 3 pounds, while black-tailed jackrabbits can reach 6 pounds and are fairly common prey for red-tailed hawks in the western United States. Those examples do not establish that a hawk can carry a 6-pound animal—or a dog of any particular weight. North Carolina Wildlife notes that a hawk may stay on the ground to eat prey too heavy to carry.
When should dog owners be especially cautious?
Hawks may behave more defensively near an active nest. Indiana’s Department of Natural Resources says hawks may act aggressively while nesting and that inexperienced juvenile hawks may attack small pets. USDA APHIS describes possible increases in incidents in early summer, when newly fledged young are learning to hunt, and during winter food scarcity. These are contextual cautions, not a risk calendar that applies uniformly to every place.

How to protect a small dog outdoors
- Stay close and supervise. Keep a small dog within sight and near you while outside.
- Use a leash. North Carolina Wildlife recommends keeping small pets leashed and closely supervised outdoors. A leash is a sensible precaution, not a guarantee against an attack.
- Avoid leaving a dog unattended where raptors hunt. Michigan’s Department of Natural Resources specifically cautions against leaving small dogs or cats unattended in such areas, with particular attention to dawn and dusk.
- Give an active nest a wide berth. If a hawk is acting aggressively or defending a nest, avoid the immediate area and follow local wildlife-agency guidance. Indiana DNR advises staying away until chicks have left the nest.
- Reduce food attractants if raptors are frequent visitors. Spilled bird seed and food that attracts rodents can support prey animals around a property. Michigan DNR recommends reducing food attractants and prey; the U.S. Fish & Wildlife Service suggests temporarily removing feeders or other attractants in relevant circumstances.
Do not try to harm or capture a hawk. For a persistent conflict or a bird that may be injured, contact the relevant wildlife agency or a licensed wildlife rehabilitator; rules and permitted response options vary by location.
