What to Do When You Find a Dog Alone by the Road

If you find a dog alone by the road, stay out of traffic, keep your distance if it seems unsafe, and call a local shelter or animal-services agency for instructions.

Put your safety and traffic safety first. Keep your distance if the dog seems sick, aggressive, unusually behaved, or is exposed to traffic; call local animal services or a shelter for instructions before attempting to catch or transport it. What to do next depends on the dog’s condition and your local rules.

First, make the roadside safe

Do not step into traffic, stop in a way that creates a hazard, or chase the dog toward vehicles. Keep other people and pets back. If the dog is close to fast-moving traffic or you cannot help without putting someone at risk, stay clear and contact local animal services or the appropriate emergency service for your area.

A leash does not make an unsafe approach safe. ASPCA guidance urges caution around unfamiliar animals and advises against approaching a stray showing unusual behavior or aggression. ASPCA’s NYC FAQ says to report an animal that appears potentially dangerous or sick by calling 311 in New York City; 311 is not a universal number, so use your local agency’s contact information elsewhere.

Call a local shelter or animal-services agency

Once you are in a safe place, contact your local shelter or animal-control agency and describe where the dog is, its appearance, behavior, and any apparent injury or immediate danger. The ASPCA advises: “If you’ve found a lost pet or stray animal in your area, contact your local shelter for guidance on the best steps to take.” The ASPCA’s lost-pet guidance and its shelter finder can help locate a local resource.

Ask the agency whether it will respond, where the dog should be taken, and whether you should wait nearby. Reporting, intake, transport, and temporary holding rules differ by jurisdiction, so do not assume the same procedure applies everywhere.

Approach only if it appears safe

Observe the dog from a distance before moving closer. If it appears calm and you can remain safely away from traffic, you may be able to read a visible identification tag. Do not reach toward, corner, chase, or try to restrain a dog that is frightened, injured, ill-appearing, aggressive, or acting unusually. Give the agency a clear description and location instead.

Check identification without assuming a phone can scan a chip

A visible tag may give you the owner’s contact details. A microchip can help when a collar or tag is missing, but finding the chip requires an appropriate scanner, and reunion depends on the registry having current contact information. Ask a shelter or veterinary clinic about scanning if the dog can be brought there safely and local instructions allow it. See the ASPCA’s pet-identification guidance.

Follow local instructions about transport or temporary care

Do not assume you should put an unfamiliar dog in your car or take it home. Ask the local agency what to do and follow its directions and applicable local law. The ASPCA’s shelter position statement discusses local requirements for reporting a found animal, checking identification, taking it to a designated shelter or other holding facility, and temporary home holding where legally permitted. Advice about securing a person’s own pet for travel is not a universal capture or transport protocol for an unknown dog. The ASPCA’s January 2, 2026 travel guidance addresses a pet being transported by its owner, not whether a passerby should load a found dog into a vehicle.

What to do in common situations

  • The dog is near moving traffic: Keep out of the roadway and do not chase it. Call local animal services and give a precise location and direction of travel if known.
  • The dog seems sick, injured, aggressive, or unusually behaved: Do not approach. Report the behavior and location to the local agency; in New York City, ASPCA’s guidance says to call 311 for a potentially dangerous or sick stray.
  • The dog appears calm and is in a safe place: Contact a shelter or animal-services agency first. If you can do so without risk, check for a visible tag and share any details with the agency.
  • You have a leash in your car: Treat it only as an optional preparedness item, not a reason to approach or catch an unfamiliar dog. The ASPCA lists leashes among ordinary dog supplies, while separately advising caution around strays.
