If you find a puppy alone, don’t assume it has been abandoned or try to grab it. First make sure it is safe to approach. If you can contain it without risk, move it to a quiet, secure space away from household pets, then call your local animal-control agency or shelter for instructions and arrange veterinary care. If the puppy is unsafe to approach, call animal control or police and share its exact location.
1. Check for immediate danger before approaching
Pause and assess traffic, weather, nearby hazards, and the puppy’s behavior. A stray dog may be frightened, stressed, or injured. If it appears relaxed, approach slowly from the side. Don’t chase it, corner it, or try to grab a puppy that resists or acts aggressively.
If you cannot approach safely, keep your distance and contact local animal control or police. Give the precise location and, if you can do so safely, a photo or clear description. Guidance on approaching and reporting a found dog is available from the American Kennel Club.
2. If it’s safe, contain the puppy quietly
Use a carrier or secure enclosed area if possible. Keep the puppy warm and quiet, but don’t overheat it or apply aggressive warming. Choose a separate room or contained space away from resident pets; the puppy’s health and parasite status are unknown until it has been assessed.

Do not give medication or attempt treatment on your own. The American Veterinary Medical Association notes that “First aid care is not a substitute for veterinary care, but it may save your pet’s life until you get them veterinary care.” See its 2023 Pet First Aid brochure.
3. Call local animal services and arrange an assessment
Contact your local shelter or animal-control agency for the procedure where you live. Report where and when you found the puppy and provide a clear description. If the puppy is cold, injured, weak, or appears ill, tell them and arrange prompt veterinary help. A newborn or very young puppy needs particular care; a veterinarian or shelter can assess its age and condition.

Local rules and found-animal procedures vary. Ask animal control or a shelter what to do before deciding to keep or rehome the puppy.

A found puppy does not automatically need formula. Ask a veterinarian or shelter what, if anything, to feed; do not use cow’s milk as a substitute. If a professional confirms that the puppy is an orphaned neonate that needs milk, veterinary guidance favors commercial puppy milk replacer. Bottle-feeding position and flow matter because milk can enter the lungs if feeding is done incorrectly. See VCA Animal Hospitals’ guidance on feeding orphaned puppies and its guidance on caring for orphaned puppies.
