Adopting a dog from a shelter or rescue is the first option the ASPCA recommends considering. If you decide to buy, look for a responsible breeder who is transparent about health and living conditions, matches dogs carefully, and will take a dog back or help rehome it. Neither route guarantees a particular temperament, health outcome, or fit: the right choice depends on the individual dog and your household’s ability to provide lifelong care.
Adoption or breeder: what is the practical difference?
The main difference is not that one kind of dog is automatically healthier, easier, or better suited to a family. It is what you can learn about a particular dog before bringing it home, what care or records come with the dog, and how accountable the source is afterward.

Is it cheaper to adopt a dog or buy one from a breeder?
Adoption usually has a lower initial fee than buying from a breeder, but the fee alone does not tell you what owning the dog will cost. The AKC’s $50–$300 adoption-fee range is an example, not a universal current rate; its description of breeder prices as potentially reaching a few thousand dollars is likewise broad guidance. Local fees, breeder, dog size, health needs, and the services your household uses all affect the actual amount.

The AKC says lifetime care costs are broadly similar whether a dog is free, adopted, or purchased. That is general guidance, not a current national cost model or a precise prediction for an individual dog. The consulted sources do not establish an apples-to-apples national first-year cost total for adopting versus buying from a responsible breeder, so a single comparison figure would be misleading. Build the budget beyond the acquisition fee
Estimate the costs that will recur and the costs that may be occasional. Your budget should account for:

- Veterinary care and preventive care, including any follow-up treatment the dog needs.
- Food and grooming, which can vary with the dog and the services you choose.
- Training or behavior support, if needed.
- Boarding, dog walking, or other pet care when your routine requires it.
- Emergency savings, or insurance if it suits your circumstances.
Do not treat an adoption fee or purchase price as a proxy for future health costs. Ask what the dog has already received and what follow-up is recommended, then plan for routine care and unexpected needs. Insurance is an optional budgeting choice, not a substitute for checking policy terms.
How to decide which dog fits your household
Start with your actual routine and constraints rather than an idealized picture of dog ownership. The AKC recommends discussing lifestyle, living conditions, energy level, and expectations with shelter staff or a breeder. Then evaluate the individual dog. A dog’s age, needs, known history, and observed behavior matter more to your decision than assumptions based only on whether the dog comes from a rescue or a breeder. Ask direct questions, and be clear about what you can manage. If a source cannot answer a question, distinguish “not known” from “no concern.”

- How the dog responds in the situations relevant to your home, while recognizing that available information may be limited.
- Support available after adoption, including whom to contact if questions arise.
AKC guidance specifically encourages discussing lifestyle, living conditions, energy, and expectations with shelter staff. That conversation helps reveal whether the dog’s known needs fit your capacity; it does not make unknown parts of the dog’s history certain.

A responsible breeder should be willing to answer questions and ask about the home where the dog will live. Look for openness and accountability, not just assurances or paperwork with a registry name.

- Can you meet the dogs and see the conditions where they live?
- Can the breeder provide accurate health, vaccination, and pedigree information?
- What health tests are recommended for this breed, which were performed, and how are the results documented?
- What does the written contract say about each party’s responsibilities, health terms, and the return policy?
- How does the breeder assess a prospective home and decide which dog is a suitable match?
- If you cannot keep the dog, will the breeder take it back or help rehome it?
The ASPCA advises against buying online without first meeting the dogs and seeing their living conditions, and opposes sourcing through commercial breeders, brokers, and retail outlets that sell puppies. What U.S. shelter statistics can—and cannot—tell you
ASPCA and Shelter Animals Count reported that 5.8 million dogs and cats entered U.S. shelters and rescues in 2025, 4.2 million shelter animals were adopted, and approximately 597,000 animals were euthanized in shelters. These are annual totals for cats and dogs, not dog-only counts, and they cannot predict the health or behavior of an individual dog or show that one specific adoption would prevent a particular outcome. In the first half of 2026, 3.7 million cats and dogs entered shelters and rescues. Dog adoptions totaled 1.1 million, 72,000 below the first-half 2016 level. Adult dogs accounted for 236,000 animals, or 66% of dogs still in care and waiting for outcomes. A simple decision checklist
- Can you provide consistent care and afford routine and unexpected costs over the dog’s lifetime?
- Have you discussed your living conditions, schedule, activity level, and expectations with the source?
- Can you get enough information about this dog’s needs to make an informed choice—or are you comfortable with what remains unknown?
- Can the source explain what care has been provided and what support is available after the dog goes home?
- If buying, have you met the dogs, seen their living conditions, reviewed health documentation, and understood the contract and return policy?
The ASPCA’s position is to consider adoption from a shelter or rescue first: “Because there are homeless animals awaiting adoption in almost every community in the nation, the ASPCA firmly believes that when people decide to bring a pet into their homes, they should first consider adoption from a shelter or rescue group.” If you choose to purchase instead, use the same care in assessing the individual dog and make source transparency and lifelong accountability essential parts of the decision.
