How to Help Abandoned Dogs Without Adopting: Foster, Donate, Volunteer

Foster, donate, volunteer, or help reunite a found dog with its family. Start by asking a local shelter or rescue what it needs and how to help safely.

You can help dogs in need without adopting by fostering through a shelter or rescue, donating money or requested supplies, volunteering locally, or helping a lost dog reunite with its family. Start by contacting a nearby municipal shelter or nonprofit rescue: ask what it needs now, which opportunities are open, and what support or requirements come with each one.

Local programs, rules, and needs vary. A dog outdoors may be lost rather than abandoned, so follow the shelter’s instructions before taking action.

Choose the kind of help that fits your time and home

Fostering means caring for a dog temporarily in your home. Volunteering usually means taking on a role through a local organization, while a donation can support its broader work. Helping reunite a found dog with its family can also reduce unnecessary shelter stays.

No route is best for everyone. Choose according to the time, household capacity, and resources you can offer, then ask a local organization where that help is most useful.

Can you foster a dog temporarily?

Yes. Foster care is temporary care arranged through a shelter or rescue, not a permanent adoption. The ASPCA says fostering can give an animal a home environment, help staff learn more about behavior outside the shelter, and expand a shelter’s capacity. It can also help dogs who need longer-term care before they are ready for adoption, including puppies too young for adoption and animals with treatable medical or behavioral conditions. ASPCA’s position statement on shelter responsibilities describes these functions.

Before agreeing to a placement, ask the organization:

  • Which dogs currently need foster homes, and what is the expected time commitment?
  • Does the program provide food, veterinary care, supplies, or other support, and what would you be expected to provide?
  • What household requirements apply, and how should introductions to resident pets be handled?
  • Who should you contact if the dog becomes ill, has a behavior difficulty, or the placement is no longer workable?

These are questions for the local program, not universal rules. Foster requirements and support differ by organization and dog. Don’t buy a generic set of supplies in advance; first ask what the program and the individual dog actually need.

What can you donate to a dog shelter or rescue?

A financial gift can support an organization’s work, but its exact use depends on that organization and the terms of its giving program. The ASPCA lists work that includes rescue, rehabilitation, relocation, foster programs, grants, training, resources, advocacy, and community services. Review an organization’s program descriptions and donation information to decide whether its work matches what you want to support. See the ASPCA’s ways to give.

If you prefer to give supplies, contact the organization first and ask for its current needs. A shelter’s requirements can change, and there is no single supply list established for every foster or shelter program. Do not assume that a gift is restricted to a particular dog or is tax-deductible; check the recipient’s own terms for those details.

How do you volunteer at an animal shelter?

Volunteer openings and roles are organized locally. Find a nearby municipal shelter or nonprofit rescue and ask how to apply, what roles are available, and whether training or a regular schedule is required. The ASPCA directs people outside its specialized service areas to contact nearby shelters and rescues to learn about local volunteer and foster opportunities. Don’t assume a particular role is available everywhere: duties, eligibility, and openings depend on the organization. If your schedule or circumstances limit in-person volunteering, ask whether it has another current way to help rather than guessing what it needs.

What should you do if you find a dog?

First contact the local shelter for instructions. A dog alone outside may be lost, and local reporting procedures differ. If the dog appears frightened or injured, do not put yourself or the animal at risk by trying to approach or handle it; ask the shelter or relevant local authority what to do.

  1. Check for visible identification only if it is safe. Look for a collar or tag, and use the contact information on it if available.
  2. Ask about a microchip scan. A veterinarian, shelter, or rescue may be able to scan for a chip. Contact the local shelter to learn where and how to arrange it.
  3. Report the found dog. Follow the shelter’s location-specific instructions and any local reporting requirements.
  4. Ask about temporary care and reunification. Some places may offer foster-to-finder care while a search for the family continues; availability and rules vary.
  5. Ask about local outreach. The shelter can advise on appropriate lost-pet posting options and other community steps.

Best Friends Animal Society describes identification checks, microchip scans, reporting, and foster-to-finder care as ways community members can help lost pets return home. Read its guidance on reuniting lost pets. Julie Castle, CEO of Best Friends Animal Society, says: “We believe that pets belong in loving homes and not in shelters, and if a pet gets lost, it’s up to the local community to help reunite them with their families.”

Why local help matters

National shelter figures show pressure across animal shelters and rescues, but they are not counts of abandoned dogs alone. In Shelter Animals Count’s U.S. mid-year summary for the first half of 2026, 3.7 million cats and dogs entered shelters and rescues, a 2.0% increase from the first half of 2025; 213,000 more animals entered than left through reported outcomes. The same mid-year summary reported 236,000 adult dogs—66% of dogs still in care and waiting for outcomes at mid-year. These are mid-year figures, not full-year totals. For context, Shelter Animals Count reported that 5.8 million dogs and cats entered U.S. shelters and rescues in 2025 and 4.2 million shelter animals were adopted that year. Those are full-year, all-species totals, not dog-only counts. See the U.S. Animal Shelter Statistics page.
