Call your local animal-control service or shelter, describe the animal, its location, condition, and behavior, and follow the instructions you’re given. Don’t assume you should catch, move, feed, or take the animal home: local rules and agency procedures vary.
What should I do first if I find an animal?
- Make the area safer without approaching the animal. Keep children and household pets away. Don’t corner, chase, grab, or try to restrain an animal that is frightened, aggressive, behaving unusually, or otherwise unsafe to approach.
- Contact local animal control or a shelter. Explain where the animal is, what it looks like, how it is behaving, whether it appears injured or ill, and whether there is an immediate hazard. Ask what to do next.
- Follow local instructions. Ask whether responders will come, whether you should wait, whether transport or an identification check is appropriate, and whether temporary holding is permitted.
If the animal or a person faces immediate danger—for example, the animal is in traffic—tell the local authority or dispatcher and follow its directions. There is no single response procedure that applies to every location and species.
I found a stray dog or cat. Should I take it somewhere?
Call the local shelter or animal-control service before deciding to transport or keep a found dog or cat. Rules and intake arrangements differ: local law or shelter procedure may govern reporting the find, checking for identification, taking the animal to a designated facility, and whether temporary home holding is allowed.
The ASPCA advises finders to follow the law in their jurisdiction on those steps, including temporary holding only where legally allowed and coordinated with the shelter. Read the ASPCA’s position on shelter responsibilities. Ask your local agency what it wants you to do rather than assuming another city’s process applies.

When transport is appropriate
Transport only if local professionals say it is appropriate and the animal is tame enough to handle safely. For a tame cat or small dog, a secure, properly sized carrier may help if the agency advises transport. A carrier does not make it safe to approach an aggressive, frightened, sick, or wild animal.
I found kittens outside. Should I move them?
Not necessarily. A mother cat may be away finding food or waiting for people to leave, so the absence of an adult cat does not by itself mean the kittens have been abandoned. If the kittens appear safe, monitor from a distance and check periodically for the mother rather than immediately taking them away.

If their location puts them in immediate danger, move them only to a safer nearby spot where their mother can still find them. If they look ill or injured, contact a shelter, rescue, or veterinary clinic promptly. Check local reporting requirements as well. The ASPCA’s guidance on found kittens describes monitoring for the mother and moving kittens only nearby when necessary for safety.
I found an injured or orphaned wild animal. Who can help?
Contact a licensed wildlife rehabilitator or the relevant local wildlife authority for species-specific directions. Don’t try to adopt or raise the animal yourself. The ASPCA says injured or orphaned wild animals should be cared for by licensed wildlife rehabilitators, with the goal of returning them to the wild. See the ASPCA policy on wild animals as pets.

Wildlife needs differ by species and condition, so don’t rely on old species-specific treatment advice as a universal current protocol. Keep people and pets away and follow the professional instructions you receive.
What should I do while help is on the way?
- Stay at a safe distance and keep watching only if it is safe to do so.
- Note the location, time, visible condition, behavior, and any hazards so responders can find and assess the animal.
- Don’t give food, water, medication, or first aid as a default. What is safe depends on the species and situation; follow professional directions.
Why can’t I follow another city’s found-animal procedure?
Local rules and agency capabilities differ. For example, the ASPCA’s New York City FAQ describes local caution and intake guidance, while its Los Angeles guidance says healthy stray cats should be left where found and directs readers to contact the local care center for ill or injured cats. Those are local examples, not nationwide instructions. Use the authority serving the place where you found the animal.
