What to Do If You Find a Stray or Lost Animal

Found a stray dog or cat? Start with safety, then check for identification, arrange a microchip scan, report the animal locally, and help its owner find it.

If you find a stray dog or cat, put safety first: don’t chase or handle an animal that seems aggressive, panicked, badly injured, or is in a dangerous location. Call the animal-control agency serving the area and give its exact location. If it is safe to help, check for identification, arrange a microchip scan, report the animal locally, and help the owner find it.

What to do first when you find a stray animal

  1. Assess the situation before approaching. Watch the animal and its surroundings. If it is aggressive, very frightened, seriously injured, near traffic, or otherwise unsafe to approach, do not chase or try to capture it. Call local animal control or police and provide the precise location. For a serious injury, ask animal control, a rescue, or a veterinary hospital for professional direction. American Humane’s lost-pet guidance cautions against putting yourself in harm’s way to capture an aggressive animal.
  2. Contain it only if you can do so safely. Move slowly and calmly; food may help coax a frightened pet. A dog may be secured with a leash or in a fenced area. A cat may be placed in a carrier, a secure ventilated box, or a small room, but do not forcefully handle it. If you do not have a suitable carrier, a secure box with air holes or a closed room may be an alternative; neither makes unsafe handling safe.
  3. Check for a tag. Call the number on any visible identification and arrange a safe return. If there is no tag, or the contact cannot be reached, contact the local shelter or animal-control agency to report the found animal.
  4. Ask for a microchip scan. A shelter, veterinarian, or animal-control office can scan the animal and use the chip number to seek the registered contact. A chip is a useful lead, not a guarantee that the owner’s contact information is current; the ASPCA notes that a microchip is only as useful as the information registered with the company.
  5. Follow local instructions. Tell the agency where and when you found the animal. Ask whether local rules require a report, identification check, shelter intake, or an approved temporary hold. Procedures vary by jurisdiction, so do not assume that you may keep the animal or that a particular stray-hold period applies. The ASPCA’s shelter-responsibilities statement advises following the law where the animal was found.
  6. Make it easier for the owner to find the animal. Share a description and photo with local shelters, animal control, and nearby veterinary hospitals. Check local lost-pet reports and post a found-pet notice in community channels. A flyer with a clear photo and the date and location found can reach neighbors who are not online. Before handing the animal to someone claiming it, ask for distinctive details or photos that help verify the claim.
  7. Keep the animal safely separated while you search. If local procedures allow you to care for it temporarily, use a secure place and keep it apart from your own pets as a precaution. Ask a shelter or rescue about temporary foster help if you cannot house it. Coordinate with the agency so people searching through the local system know where the animal is.

Should you take a stray dog or cat to a shelter?

There is no single intake process for every location. Call the agency serving the place where you found the animal and ask what to do, including its current hours, reporting steps, and whether it accepts the animal or approves a temporary finder hold. For example, Nashville’s found-pet guidance, last updated January 20, 2023, asks finders to report the animal, obtain a microchip scan, and contact animal control if they cannot keep it. That is a local example, not a rule for other cities.

If the agency says either shelter intake or a temporary hold is permitted, weigh the options against local requirements, your ability to safely care for the animal, how soon it can be scanned, and how owners in the area search for pets. Confirm that the agency has approved a hold and ask how it will match the animal with lost-pet reports and tell searchers where the animal is.

What to do if you find kittens outside

Do not assume kittens are orphaned just because you cannot see their mother. She may be away finding food or waiting for people to leave. If the kittens appear clean, plump, and quiet and can safely remain where they are, watch from a distance and check whether the mother returns within a few hours. Avoid hovering nearby, which may keep her away.

If the kittens face immediate danger, move them only to a nearby safe spot where their mother can still find them. Kittens that look dirty or thin, or cry excessively, may need prompt help; contact a shelter, rescue, or veterinarian for advice specific to their condition. If the animal is wildlife, not a lost pet

Do not apply dog- or cat-handling advice to a wild animal. If wildlife appears injured or orphaned, contact a qualified local wildlife rehabilitator or the relevant wildlife authority for directions instead of attempting to handle or transport it without guidance. Local professionals can advise based on the species and situation.
