To choose pet insurance for a puppy or kitten, compare what each policy covers, what it excludes, when coverage starts, how claims are calculated, and the most you could receive—not just the monthly premium. Get quotes using the same pet details and coverage settings, then read the policy documents before enrolling.
What does pet insurance cover?
Policies commonly fall into three broad categories: accident-only, accident-and-illness, and wellness or routine-care benefits. Wellness coverage may be an optional add-on or a separate program, so check what the offer actually is and what its contract pays for. The National Association of Insurance Commissioners (NAIC) distinguishes wellness programs from insurance in its Pet Insurance Model Law; state rules and adopted laws can differ.
For an insurance policy, check whether it covers services your household wants protection for, such as diagnostic tests, surgery, prescriptions, emergency care, or hospitalization. Do not assume vaccinations, other preventive care, dental treatment, behavioral care, or breed-related conditions are included. Coverage and exclusions vary by contract. The NAIC outlines the broad coverage categories and factors to examine in its pet insurance consumer guide.
What should I compare in pet insurance quotes?
Use the same puppy or kitten profile and policy settings for every quote. Record the terms below so you can compare the financial protection, not merely the headline reimbursement percentage.

How do waiting periods and preexisting conditions affect a young pet?
A puppy’s or kitten’s age does not make coverage immediate. A policy may have separate waiting periods for different kinds of care, and expenses incurred before the applicable period ends may not be covered. Check the duration and scope in the contract and note the effective date for each coverage category.
Read the policy’s definition of a preexisting condition carefully. Find out how it treats symptoms, advice, or treatment recorded before enrollment, including signs that appear during a waiting period. Review the pet’s veterinary records and ask the insurer how it would assess any documented issue. Policies may treat curable conditions, hereditary disorders, congenital anomalies, and chronic conditions differently; enrollment does not guarantee that every future condition will qualify for benefits. California’s Department of Insurance lists questions consumers should consider when buying pet insurance, including questions about policy terms and conditions: Questions to Consider When Purchasing Pet Insurance.
How do deductibles, reimbursement rates, and limits affect a claim?
A displayed reimbursement percentage is only one part of the calculation. First establish which expenses count as eligible and how the insurer calculates the reimbursable amount. Some policies use the actual covered bill; others may use a benefit schedule or a usual-and-customary fee basis. If a schedule or fee limitation sets a lower eligible amount than the veterinarian billed, you may owe the difference as well as your share under the deductible and coinsurance.
Then check when the deductible applies and what portion of eligible costs remains yours after it. Finally, look for per-condition, annual, or lifetime caps. A policy with a higher reimbursement rate can still offer less protection if its payment basis is restrictive or its maximum benefit is low. Choose limits with the financial risk you want to transfer in mind, rather than comparing percentages in isolation. The California Department of Insurance also advises consumers to examine how policy benefits and costs work together: its pet insurance questions and considerations.

How should I compare premiums?
There is no single monthly price that applies to all puppies or kittens. The NAIC says costs depend on factors including species, breed, sex, age, location, selected coverage, and deductible. Request current quotes using the same pet information, deductible, reimbursement option, limit, and add-ons; otherwise, the price comparison may reflect different protection. The NAIC explains these pricing variables in its pet insurance guide.
Save each dated quote alongside the policy documents and note the location used. Ask how renewal works and whether the contract allows premiums or coverage to change with age, claims history, or a change of location. Confirm the applicable renewal provisions rather than assuming that today’s quote describes future costs.

Does pet insurance cover vaccinations?
Do not assume vaccinations or other routine preventive services are included in accident-and-illness insurance. Check the contract or wellness-program terms for each service, any benefit limit, and the price of the added benefit. A wellness offer may be a separate program rather than insurance, as the NAIC’s model law materials explain; the legal treatment depends on applicable state rules.
What happens when I use a veterinarian or file a claim?
Ask whether you can use your chosen veterinarian, how to submit a claim, what records are required, and when payment is made. Do not assume the insurer pays the clinic directly. Confirm whether you generally pay the veterinarian first and seek reimbursement, or whether the policy offers another arrangement, before relying on it to manage an upfront bill.

Is puppy or kitten insurance worth it?
That depends on the policy’s actual terms and your household’s ability to handle an unexpected veterinary bill. Consider whether the covered events, exclusions, waiting periods, reimbursement formula, deductible, and benefit limits provide enough protection for the premium. A lower price alone does not show that a policy is better value. The NAIC has reported historical market figures—$2.8 billion in North American in-force pet insurance premiums and more than 4.41 million insured pets across North America in 2021, attributed to the North American Pet Health Insurance Association—but these figures do not measure an individual pet’s chance of needing care or the value of a particular policy. See the NAIC announcement.
