The National Association of Insurance Commissioners (NAIC) identifies species, breed, gender, age, location, and policy design as factors that can affect the premium. Because a reliable current national average is not established here, the best way to find your cost is to compare quotes built around the same pet and similar coverage.
How much does pet insurance cost?
The price depends on the individual pet and policy, so a premium from one household is not a dependable estimate for another. NAIC’s pet insurance guidance, last updated April 16, 2025, identifies several factors insurers may use when setting premiums. No reliable, current national average or comparable national price range is established here, so a dollar figure without a stated date, geography, pet profile, and policy design could mislead.
For a useful estimate, request quotes using identical pet details and compare plans with similar coverage, deductibles, reimbursement terms, and limits. A cheaper premium may mean you pay more when care is needed, or that fewer services or conditions are covered.
What affects a pet insurance premium?
Your pet’s species, breed, gender, and age
NAIC lists species, breed, gender, and age among factors that may affect the premium. Insurers do not necessarily rate each characteristic in the same way, so an example quote for another animal—or even another pet of the same breed—may not predict your price. Ask for a quote using your pet’s actual details.

Location can affect pricing. A quote for a different state or area is not a like-for-like comparison, and historic examples of regional rate differences should not be treated as current market rates.
Coverage type and scope
Plans may be accident-only, accident-and-illness, or include wellness coverage. These categories can cover different services and conditions, and their prices may differ. Check what the policy actually includes rather than assuming that plans with similar names offer equivalent protection.
Deductible, reimbursement, and limits
The deductible is the amount you must pay under the policy terms before reimbursement applies. Plans may also vary in the share of eligible costs reimbursed, the way benefits are calculated, and any per-condition or annual limits. NAIC’s regulator materials identify deductible amount and type, copay, and limits as rating dimensions; their examples are illustrative, not current quotes.
How to compare quotes fairly
Compare the policy terms alongside the premium. NAIC’s consumer guidance on pet insurance advises shoppers to review benefits, deductibles, limits, and exclusions. Use this checklist when requesting or reviewing quotes:

- Premium: Monthly or annual cost for the same pet profile.
- Coverage: Accident-only, accident-and-illness, or wellness benefits, plus the conditions and services covered.
- Deductible: Amount and whether it applies annually or per condition.
- Reimbursement: Percentage of eligible expenses or a benefit-schedule method, and how the insurer calculates payment.
- Limits: Annual or per-condition caps on benefits.
- Waiting periods and exclusions: When coverage begins and what is not covered, including how the policy treats pre-existing conditions.
- Provider requirements: Whether you must use a particular veterinary network.
- Claims process: Whether you pay the veterinarian first and submit a claim for reimbursement, and what documentation is required.
A stated reimbursement percentage does not necessarily apply to every amount on a veterinary bill. Covered services, exclusions, limits, and the payment formula determine what the insurer may reimburse. Read the policy wording, not only the quote summary.

Many policies require the pet owner to pay the veterinarian and then seek reimbursement for eligible expenses. That means you may need enough money available to cover treatment before a claim is processed. Your out-of-pocket cost also depends on the deductible, reimbursement calculation, limits, exclusions, and waiting periods—not just the monthly premium.

The NAIC’s 2025 Pet Insurance Model Act discusses disclosures about claim-payment formulas, benefit schedules, and usual-and-customary fee limitations. It is a model act, not proof that the same provisions apply in every state. Check your policy and the requirements where you live.

What to do before choosing a plan
- Gather your pet’s species, breed, gender, age, and location details.
- Request multiple quotes using those same details.
- Align the coverage category, deductible, reimbursement method and percentage, and limits as closely as possible.
