Choose a pet insurance plan by comparing what it covers, what it excludes, how it calculates claims, and how much you could pay—not by choosing the lowest premium or the biggest reimbursement percentage. Start with your pet’s needs and medical history, then compare quotes using the same coverage assumptions and read the policy terms before enrolling.
Start with the costs you want covered
Pet insurance commonly comes in three broad forms, but the names alone do not establish which services a policy pays for. Review the actual benefit list and exclusions for every quote.

These are broad categories, not standardized packages. A plan described as covering illness, for example, may still exclude a particular condition or type of treatment. The NAIC’s pet insurance overview describes these coverage categories and notes that policy benefits and exclusions vary.
Match exclusions to your pet’s history and needs
Most insurers exclude preexisting conditions. The policy’s definition matters: ask whether a condition can be treated as preexisting if signs, treatment, or veterinary advice occurred before coverage began or during a waiting period. Do not assume an illness is covered simply because the plan includes illness benefits.

Check the wording for hereditary and congenital conditions, which may also be excluded or limited, and ask about chronic conditions. If relevant to your pet, look specifically for terms covering breed-related risks, dental care, prescriptions, behavioral treatment, and preventive care. The policy and its exclusions—not a short marketing summary—determine what is covered.
The NAIC consumer checklist and California Department of Insurance questions for buyers identify exclusions and coverage details consumers should examine. California’s guidance is specific to that state; it should not be treated as a nationwide rule.
Work out how a claim is paid
A headline reimbursement rate does not tell you what you will receive unless you know the calculation behind it. Ask whether the insurer bases benefits on the actual bill, a benefit schedule, or a “usual and customary” fee basis. Find out whether the deductible is taken off before the reimbursement percentage is applied, and whether payment is subject to per-condition, per-incident, annual, or lifetime caps.
Also confirm whether you must pay the veterinarian first and submit a claim for reimbursement, or whether another payment arrangement is available. The NAIC overview discusses different reimbursement approaches; its consumer checklist recommends asking how claims and veterinarian access work. Read each policy’s formula rather than comparing reimbursement percentages in isolation.

Compare waiting periods, deductibles, and limits
A waiting period delays when some or all coverage can begin. The California Department of Insurance defines it as “a period of time specified in a pet insurance policy which must pass before some or all of the coverage in the policy can begin.” Ask when coverage starts for each benefit and whether accident, illness, or other coverage has different waiting periods. Also ask whether an exam or review of veterinary records is required.

- Deductible: Find the amount and whether it applies annually or separately to each incident or condition.
- Coinsurance or copay: Establish what share you pay after the deductible and how the policy calculates that share.
- Limits: Check per-condition, per-incident, annual, and lifetime maximums, as applicable.
The California Department of Insurance advises consumers to review waiting periods, deductibles or coinsurance, and annual or lifetime limits. Its advice is California-specific; the contract and applicable state rules govern elsewhere.

Before enrolling, ask whether you can use any licensed veterinarian or must use a network. Find out how to submit a claim, how payment is made, and how long claims typically take. Check renewal terms too: ask whether a condition covered during one term could be treated as preexisting at renewal, and whether premiums can change with age, location, or claims. Answers vary by policy and jurisdiction, so verify the terms for the plan you are considering.

Compare quotes on equal terms
Premiums depend on factors including species, breed, sex, age, location, selected coverage, and deductible. A general price figure is not a quote for your pet. Request quotes for the same pet and location, and align the coverage category, reimbursement method and percentage, deductible, and limits before comparing costs.
A lower premium may come with narrower coverage, a longer waiting period, a lower limit, or a different claim calculation; check the terms rather than assuming why the price differs. Use this checklist for each plan:
- Coverage category and the specific services included.
- Preexisting, hereditary, congenital, chronic, dental, behavioral, and preventive-care exclusions or limits relevant to your pet.
- Waiting periods and any exam or records-review requirement.
- Deductible type and amount, plus the coinsurance or copay structure.
- Reimbursement formula: actual-bill percentage, benefit schedule, or usual-and-customary limitation.
- Per-condition, per-incident, annual, and lifetime caps.
- Veterinarian choice, direct-payment availability, claims process, and payment timing.
- Renewal terms and possible premium or coverage changes.
- Premium for the same pet, location, and coverage assumptions.
Confirm which rules apply where you live
Pet insurance is regulated at the state level. The NAIC model act is a framework for states to adopt or modify, not a rule that automatically applies throughout the country. The NAIC’s 2022 announcement said: “Now, it is up to the states to see if they would like to adopt or modify the model law for this regulatory framework to be in effect.” Check your state insurance department’s current guidance and the policy itself for the rules that apply to you.
