What the CIA’s dog-control research actually tested
A 1965 technical report examined whether remotely triggered electrical stimulation could influence a dog’s behavior in an open field. The reported work included tests of reward effects, directional locomotion, and interference from food. Related experiments also involved rats. These are the subjects described in the technical record; the phrase “remote-controlled killers” is a dramatic interpretation, not the report’s demonstrated outcome. Read the 1965 technical report.
The CIA-hosted historical account says researchers mapped areas of animal brains and, in April 1961, reported they were close to a prototype capable of guiding dogs along specific courses. The sources support the existence of a serious effort to test whether stimulation could prompt directed movement. The 1961 account’s references to a prototype and specific courses, together with the 1965 report’s behavioral tests, make this more than an invented Cold War story.

Not documented: an operational assassination capability
The cited accounts do not verify that the dogs were used in an assassination, deployed operationally, or reliably made to attack a target. They also do not provide a success-rate statistic. A report that researchers demonstrated feasibility is not evidence that they created a dependable field weapon.
Not the same as autonomous control
Stimulus-driven movement is different from giving an animal independent instructions or making it understand a mission. The documented work concerns behavioral responses to stimulation; it does not establish autonomous decision-making by the dogs.

Why the “remote-controlled killers” framing overstates the evidence
The phrase compresses three distinct claims into one: that researchers could influence movement, that the system worked reliably outside controlled tests, and that dogs were made to kill on command. The sources support the first as a research objective and reported feasibility finding. They do not establish the latter two. The most accurate description is a CIA-linked animal-control feasibility program, not a verified operational assassination scheme.

Those page counts describe the surviving documents, not the number of successful trials or the effectiveness of the method. The records provide evidence of experimentation and claims of feasibility, but no published success rate or confirmation of operational use.
