How to Evaluate a Dog or Cat at an Adoption Event

An adoption event offers a snapshot, not a home-behavior forecast. Ask about health, routines, and observations across settings, and follow up on unanswered questions.

Use an adoption-event meeting to gather clues, not to predict exactly how an animal will behave at home. Ask staff or the foster caregiver about health, known behavior in different settings, daily care needs, and fit with your household. Observe calmly, follow their directions, and ask how to resolve unanswered questions before you decide.

Before you meet the animal

Read the animal’s profile and care notes, then give the representative the details that matter to your decision: who lives in your home, whether you have children or other pets, your schedule, relevant experience, housing limits, and the activity level you can support. Ask how introductions are handled and whether a quieter or longer follow-up meeting is possible.

Be clear about what you need to know. A dog or cat who seems appealing at an event may still need more support, time, or care than your household can provide; the aim is to understand the individual animal, not to pass a quick test.

How to observe the meeting

Give the animal space and time

Let staff guide the interaction. Avoid crowding, reaching over the animal, or provoking a reaction to see what happens. Notice how the animal responds to the setting, people, invited touch, or play, and how they recover after excitement or uncertainty. Share those observations with staff; they are not a pass-or-fail score.

For dogs, ask about more than a greeting

If staff say it is appropriate and available, ask for a guided one-on-one interaction or walk. A walk may show enthusiasm, leash response, whether the dog attends more to the handler or surroundings, and reactions to people or other stimuli. Those observations still reflect a particular setting and observer. ASPCA also suggests asking about socialization sessions: whether the dog seeks interaction, enjoys petting or play, is content spending time with a person, responds to familiar cues, or works for treats. For cats, follow the cat’s lead

Ask staff what interaction is appropriate and how the cat behaves in a familiar or quieter setting. Do not force handling to test tolerance. A short encounter at a busy event cannot establish a cat’s full temperament.

Questions that reveal needs and fit

Ask what is known, how it was learned, and what remains unknown. The source of an observation matters: a foster home or previous home may offer different context from a shelter kennel or a brief event interaction.

  • History: What is known about the animal’s life and prior care, and who provided that information?
  • Health: What medical exam has been completed? Are there known conditions, medications, ongoing treatment, dietary restrictions, or follow-up appointments?
  • Household compatibility: What has been observed around unfamiliar adults, children, dogs, cats, visitors, and ordinary handling? Which observations come from a foster or previous home, and which from the shelter or event?
  • Daily routine: How does the animal handle being alone, grooming, litter or toileting, walks, car rides, and visitors?
  • Enjoyment and stress: What activities does the animal enjoy, what seems stressful, and what training or transition support may help?
  • Next steps: What is the adoption process, what support or return policy applies, and whom should you contact if a health or behavior question comes up?

AKC’s questions to ask before adopting a dog include prompts about special medical care, ongoing treatment, and dietary restrictions. Use them as starting points and tailor questions to the animal you are meeting.

Why one event reaction is not a verdict

Noise, confinement, unfamiliar people, and the interaction itself can affect an animal’s behavior. The ASPCA says shelter dog behavior assessments have not been proven highly accurate or precise at predicting aggression after adoption. Its guidance encourages shelters to gather information from multiple sources—including prior caregivers, medical intake, socialization sessions, walks, and playgroups—rather than relying on one situation. For an adopter, the practical step is to ask for context and corroborating observations. If you have a safety concern, follow staff directions and request an individualized assessment from a qualified professional.

A 2012 ASPCA release summarizing a study of nearly 1,500 adopters at five shelters reported that more than 27 percent of dog adopters named appearance as their single most important reason, while more than 26 percent of cat adopters named behavior with people. In the same historical survey, nearly 90 percent said health information was important to receive, compared with roughly 80 percent for behavior information and roughly 60 percent for the animal’s life before entering the shelter. These are findings from that study, not current population estimates. The release is available at ASPCA’s 2012 survey summary.

Compare animals on evidence and everyday fit

If you are considering more than one animal, compare the practical factors that matter to your household. This is a set of prompts, not a numerical score or a guarantee of future behavior.

What to compare Questions to ask
Household compatibility What is known about the animal with children, other pets, visitors, and handling?
Health and care Are there known conditions, treatments, medications, dietary needs, or follow-up care?
Daily routine What activity, time alone, toileting or litter, training, and grooming needs are known?
Evidence quality Does the information come from a foster or previous home, or only from a short shelter or event observation? How many people and settings support it?
Transition and support Can you arrange introductions, veterinary care, follow-up, and help if a difficulty arises?

Plan transport and the first veterinary step

Check the event organizer’s transport rules before you go. ASPCA’s mobile adoption unit in New York City says adopters may bring their own cat carrier or use one provided at that event; that local example is not a universal rule. If you are adopting a cat, ask whether to bring a cat carrier or whether the event supplies one.
