The agency does not compare bait types or report catch rates, so the recommendation cannot establish that fish outperforms other fresh meat—or that either is the best bait in every waterbody. No bait size or cutting dimensions are established by the cited guidance.
This advice appears on the Missouri Department of Conservation’s Common Snapping Turtle Control page. It is guidance for a damage-control context, not a general fishing rule or permission to capture wildlife.
What Missouri’s bank-line method describes
Missouri describes a bank line attached to a stout, flexible pole. Its instructions specify a 4- or 5-foot fishing line, a short section of No. 16 steel wire between line and hook, and a stout hook. The bait is positioned a few inches above the bottom, preferably near shallow cover such as aquatic plants, overhanging banks or stumps.

These are details from one state agency’s control guidance, not a nationwide gear standard. Do not assume this setup is safe or lawful in other places. Before using any line, hook or trap, check whether that gear and method are allowed where you intend to fish, and what the rules require if another turtle or animal is caught.
Check local rules before setting gear or keeping a turtle

These examples do not establish what is permitted in your state or at a particular lake, river or other waterbody. Regulations can change, and local or waterbody-specific rules may add restrictions. Consult the relevant wildlife agency for the exact location and intended method before setting gear. Nuisance-control advice does not itself authorize capture, transport, sale or consumption.
Identify the species before acting
“Snapping turtle” can refer to different species with different conservation and regulatory contexts. The common snapping turtle and the alligator snapping turtle are distinct species. The U.S. Fish and Wildlife Service describes historic commercial-harvest declines for the alligator snapping turtle and notes that harvest rules vary across its range. Are hoop traps an option?
A turtle hoop trap is a relevant equipment category only where trapping is permitted. Missouri discusses hoop-net traps in its control guidance, while Virginia’s regulation provides a jurisdiction-specific example of personal-use hoop nets with stated maximum dimensions. Neither source supports choosing an unverified trap configuration for other waters. Confirm local rules for trap type, dimensions, placement, inspection and permitted use before buying or setting one.
