No. Most fish lay eggs, but some give birth to live young. Among live-bearing fish, the young may hatch from eggs retained inside the mother, or develop with nourishment supplied through a maternal connection. The details vary by species.
How do fish reproduce?
The common pattern is oviparity: eggs are laid and develop outside the female. Many bony fish release eggs into the water, where fertilization often happens externally. The U.S. Fish and Wildlife Service described egg-laying as the pattern of “a great majority” of fish, but did not give a percentage, so a precise share should not be assumed. U.S. Fish and Wildlife Service, Reproduction in Fishes (1946); NOAA Central Library, Shark Reproductive Strategies (approximately 2013).

What is the difference between egg-laying and live birth?
Two questions help distinguish reproductive strategies: where the eggs or embryos develop, and whether the female lays eggs or gives birth to live young. In egg-laying, eggs develop outside the female. In live-bearing fish, the young are born alive, but development inside the mother can happen in different ways.
- Eggs laid outside the mother: The female releases eggs, which develop in the surrounding environment. Fertilization may occur externally, as it does in many bony fish.
- Eggs retained inside the mother: Eggs develop or hatch inside her, and she gives birth to live young. In the shark strategy NOAA describes as ovoviviparity, the embryo relies on the egg’s yolk rather than a placenta.
- Nourishment through a maternal connection: In some sharks, a connection supplies nourishment to developing young before live birth.
Labels such as “ovoviviparous” and “viviparous” can be difficult to apply neatly across fish. It is often clearer to describe where development occurs and how the embryos are nourished. U.S. Fish and Wildlife Service, Reproduction in Fishes (1946); NOAA Fisheries, Fascinating Shark Facts.

Do sharks lay eggs?
Some do, and some give birth to live young. Catsharks and zebra sharks are among the egg-laying examples NOAA lists. Their eggs are enclosed in leathery cases often called “mermaid’s purses.” Egg cases can have tendrils that anchor them to seaweed or rocky habitat. Other shark species give birth to live pups, with the developmental process varying by species. NOAA Fisheries, Fascinating Shark Facts; NOAA Fisheries, Eight Surprising Shark Facts (July 29, 2019).
Examples of live-bearing fish
NOAA describes rockfish as livebearers, while noting that reproduction can vary among species and by location. The Atlantic common thresher is another species-specific example: its eggs are fertilized internally and develop inside the mother before she gives birth. These examples illustrate why it is safer to describe a particular species than to treat all sharks, rockfish, or fish alike. NOAA Fisheries, Rockfish Getting Better With Age (2017); NOAA Fisheries, Atlantic Common Thresher Shark.

Why do reproductive strategies vary?
Fish reproduction is shaped by species differences and environmental conditions. NOAA Fisheries notes that hormones and environmental timing factors play roles in reproductive development. As a result, broad group names do not guarantee that every member reproduces in exactly the same way. NOAA Fisheries, Fish and Shellfish Reproductive Development Research (updated September 3, 2025).
