No cannabis product has been approved by the U.S. Food and Drug Administration (FDA) for use in animals, and the agency says it cannot ensure that CBD products marketed for pets are safe or effective. If your dog has pain, seizures, or another health problem, the sensible first step is a conversation with your veterinarian, not a product purchase.
The question owners are asking
The FDA’s animal-products FAQ opens with the question many owners already have: “I’ve seen cannabis products being marketed for pets. Are they safe?” The agency’s answer is direct: “FDA has not approved cannabis for any use in animals, and the agency cannot ensure the safety or effectiveness of these products.” That statement is the starting point for everything below.
Two things can be true at once. Researchers are studying CBD in dogs, and some owners report benefits. But a study of one preparation, in a small group of dogs, over a few weeks does not show that a store-bought CBD product will do the same thing for your dog.
What the canine studies actually tested
The clearest summaries of canine CBD research come from FDA’s 2019 scientific memorandum, which describes two randomized, placebo-controlled trials. Both are small, and the FDA summary is not a full clinical review of either original paper. Read the details in the peer-reviewed publications before relying on any effect size.

Osteoarthritis pain (Gamble et al., 2018)
This was a crossover study in which veterinarians and owners were blinded to whether dogs received CBD-enriched oil or placebo. Twenty-two client-owned dogs with clinically and radiographically confirmed osteoarthritis were enrolled, and 16 completed the study. Each treatment period lasted four weeks, with a two-week washout between periods. According to the FDA memorandum, the CBD group showed significant decreases in Canine Brief Pain Inventory scores and increases in Hudson activity scores.
Those are meaningful signals, but they come with clear limits: a small sample, a short duration, 6 dogs who did not finish, and one specific study preparation. The results describe that preparation in those dogs under those conditions, not every CBD product on the shelf.
Idiopathic epilepsy (McGrath et al., 2019)
This randomized, placebo-controlled study involved 26 client-owned dogs with intractable idiopathic epilepsy. Twelve received CBD and 14 received placebo, and all dogs continued their conventional antiseizure medication. The design answers a narrow question: whether CBD added to existing treatment changed seizure outcomes in that group. It does not show that CBD can replace prescribed seizure medication, and owners should never make that switch on their own.

What is still unknown
Safety is the weakest part of the picture. In short-term canine studies, FDA’s memorandum reports increased serum alkaline phosphatase. This is a safety signal that warrants veterinary oversight, not a diagnosis of liver injury. FDA also states that effects on the liver in target species need further study.
Other gaps are equally important. Appropriate dosing for individual dogs is not established. Interactions with other medications, including the antiseizure drugs and pain medicines a dog may already take, are not well characterized. The agency’s 2025 request for information specifically sought data on product choice, indications, benefits, interactions, adverse events, and toxicological concerns, which tells you these questions remain open.
Why product quality matters
FDA’s consumer guidance notes that animal CBD products share concerns about unproven medical claims and unknown quality. The agency has concerns that a product may not contain the cannabinoid level on its label, and that products may contain contaminants such as pesticides, heavy metals, or THC. THC matters because it is the compound most associated with intoxication in dogs.

Label claims are therefore not a reliable guide. A bottle that says “calming” or “for joint comfort” has not been shown by FDA to deliver what the label promises. If you do discuss a product with your veterinarian, bring the exact product name, the batch or lot number, and the label so your vet can assess its contents.
Warning signs after cannabis ingestion
FDA lists these possible adverse signs after cannabis ingestion in pets:
- Lethargy or depression
- Heavy drooling
- Vomiting
- Agitation
- Tremors
- Convulsions
If a pet may be suffering adverse effects, FDA advises contacting a veterinarian, an animal emergency hospital, or an animal poison control center immediately. Do not wait to see whether symptoms pass, and do not induce vomiting unless a professional tells you to.

Regulatory context and what it does and does not mean
On January 15, 2025, FDA’s Center for Veterinary Medicine announced a request for information on cannabis-derived products, especially CBD and other hemp-derived products, used in animals. Comments were accepted from January 16 to April 16, 2025. That window is closed; it is useful context for why the agency is still gathering data.
An FDA warning letter dated April 7, 2025, described dog CBD oils, edible products, and other animal products marketed with health claims that FDA determined to be unapproved new animal drugs. That action shows that products are being marketed with claims that draw regulatory attention. It is not a finding about every CBD product, and it is not a recommendation for or against any specific brand. Regulatory positions can change, so check FDA’s current animal and veterinary pages before making decisions.

Conventional treatments are not risk-free, and they are not automatically the right answer for every dog. The point is that a veterinarian can weigh the diagnosis, other conditions, and medications together, which no product label can do.
How to raise CBD with your veterinarian
- Write down the specific problem you are treating, such as stiffness when rising, limping after walks, or seizure frequency and duration.
- List every medication, supplement, and treat your dog currently receives, including the dose and frequency.
- Bring the product name, label, and lot number of any CBD product you are considering or already giving.
- Ask what established treatment options exist for that condition, and what monitoring each one needs.
- Ask whether blood work or other monitoring would be appropriate if your dog were to use CBD alongside its current treatment.
- If your vet advises against CBD, ask what to watch for and when to call, so you know the warning signs before a problem starts.
What owners should take away
CBD may be a subject of legitimate study for dogs with pain and seizures, but the studies are small, the products are not FDA-approved, and quality and safety questions remain unresolved. Use the veterinarian as the decision point, keep prescribed treatment in place unless your vet changes it, and treat any unexpected sedation, tremor, or seizure as an emergency.
