Fostering means caring for a dog in your home on a temporary basis, usually until the dog is adopted, recovers, or is ready for its next step. Requirements, supplies, and veterinary policies differ from one organization to another, so the questions you ask at the start matter more than any general checklist.
What fostering involves
The ASPCA’s public explainer defines it this way: “Animal fostering is when a person temporarily cares for a shelter animal in their home.” In practice, a foster placement can give a dog a quieter place to decompress, a chance to recover from illness or surgery, time to build social skills or receive behavior support, or simply a comfortable home while it waits for adoption. Because the arrangement is temporary, the organization keeps ownership and decision-making authority, and you act as its caregiver.
How to start, step by step
- Find a local shelter or rescue that runs a foster program. Look for a “foster” or “foster care” page on its website, or call and ask whether it places dogs in homes. Eligibility, openings, and paperwork are set locally.
- Submit the application and attend any orientation. Many programs use the orientation to explain routines, emergency contacts, and what the coordinator expects from caregivers.
- Ask the coordinator the questions listed below before you agree to a placement or buy any equipment.
- Describe your household, schedule, and experience so the coordinator can match you with a dog whose needs fit your life. Be specific about hours away from home, other pets, and children.
- Prepare the home before pickup, using the safety and supply steps in the sections below.
- Bring the dog home and follow the written care plan, including any feeding, transport, medication, and appointment instructions.
Questions to ask before you accept a dog
- What does the program supply, and what, if anything, am I expected to buy?
- Who pays for routine care and emergency care, which clinic is used, and how is approval given?
- How long is the placement expected to last, and what happens if it runs longer?
- How much time do daily care, appointments, and transport require each week?
- Who do I call after hours, and what counts as an emergency?
- What happens if my availability changes partway through the placement?
Eligibility and application: what varies
Programs set their own rules. The table compares the points that are stated in the sources reviewed. Where a source does not state a point, the cell says so rather than assuming a common practice.

The ASPCA NYC program also asks that any resident animals be up to date on vaccinations and that fosters provide a separate space for gradual introductions. These are that program’s requirements, not nationwide rules. The duration and supply terms come from the ASPCA’s own program pages and should be confirmed with any organization you approach.

Preparing the home and supplies
Before the dog arrives, set up a calm, secure indoor area. Remove accessible cords, food, medication, and small objects that a dog could swallow, and agree on a household plan for routines and supervision. HSSV suggests a bathroom, laundry room, or small room with a door or gate as a possible confinement space, provided it is safe and suitable for the individual dog.

Confirm which of these the program supplies before you buy anything. HSSV says it may be able to provide an exercise pen, and the ASPCA NYC program provides supplies, so a new caregiver may need to purchase few or none of these items.

Feeding
Use the food the organization supplies or approves. HSSV advises feeding the dog separately from resident animals and children. Amounts and schedules depend on the individual dog, so follow the foster team’s directions rather than a generic feeding chart.
Introducing resident pets
Keep the new dog and your existing pets in separate spaces at first, then introduce them gradually and under supervision. HSSV notes that its shelter dogs have not necessarily been tested around cats. A cat in the home therefore needs a secure space the dog cannot enter, and that separation may need to continue for some time. For young puppies or dogs with unknown histories, follow the assigned organization’s instructions exactly.

Health, costs, and emergencies
Who pays for care
Before accepting a placement, ask who pays for routine and emergency veterinary care, which clinic to use, how approval works, how medications are obtained, and whom to call. The ASPCA says its programs cover foster animals’ medical care and expenses. HSSV says outside emergency veterinary visits require advance approval. Those are two organizations’ policies, and yours may differ, so the answers you get from your own coordinator are the ones that count.
Recognizing emergencies
HSSV identifies the following as emergencies in its guidance: difficulty breathing, possible toxic ingestion, uncontrolled bleeding, and multiple seizures. If you see any of these, contact the program’s emergency line immediately and follow its emergency protocol without waiting. Do not assume another organization’s emergency numbers or veterinary rules apply to your placement.

What happens next
As a foster caregiver, you are the adoption team’s best source of information about the dog. Share specific observations about its personality, routine, and preferences, and send clear photos when asked. HSSV describes several possible outcomes: continued foster care while the dog remains available, a return to the shelter or an adoption location, or adoption by the foster caregiver or someone they know. How these steps work is set by each organization, so confirm the process before the placement begins.
