Staff hear the person’s circumstances, explain the options, and connect them with veterinary, foster, sterilization, or deterrent support. Best Friends Animal Society described the model in a story published December 5, 2025. The early results it reports are encouraging, but they come from a short pilot and should be read as such.
How the help desk works
The desk is designed for people who arrive worried, overwhelmed, or unsure of the next step. They may have found kittens in a yard, be feeding an outdoor cat they do not own, or be dealing with a cat whose behavior is causing problems for their household. The desk is a service, not a counter that hands out a pamphlet. The interaction is meant to slow down so staff can understand what is actually happening before recommending anything.
- Intake conversation. The person describes what they have found or what they are dealing with. Staff ask about the animals’ ages, whether a mother cat is nearby, and where the cats spend their time.
- Clarifying the situation. Staff explain the local context. Many cats that appear to be abandoned are community cats with a caregiver nearby, and the right response depends on that.
- Laying out options. Options reported in the story include free vaccines and spay/neuter for outdoor cats, low-cost procedures and veterinary support, deterrent guidance for nuisance behavior, and supplies for people willing to foster kittens temporarily.
- Connecting to support. Staff make the referral or arrangement, such as a foster placement or a scheduled procedure, rather than leaving the person to search on their own.
Who runs it and why it was built this way
The Dallas desk is a collaboration among Dallas Animal Services, SPCA of Texas, and Best Friends Animal Society. SPCA of Texas piloted and staffs the desk inside Dallas Animal Services, with a grant from Best Friends. Sarah Sheek, SPCA of Texas director, said: “I realized the biggest impact we could make was keeping cats from entering the shelter in the first place.”
Sophia Proler, Best Friends regional director, described the design as training a person with customer-service skills in trap-neuter-return (TNR) and kitten-fostering basics, then placing that person where they can talk with people arriving with cats. In other words, the bet is on the conversation at the front door, not only on the procedures that follow.

The Best Friends story gives the following figures. Each is attributed to the story and carries the time frame it describes.

Sheek also described the pilot in broader terms: “We never had a day where we weren’t successful in keeping cats out of the shelter.” That is her account of the pilot’s experience, not a verified daily performance measure, and it should be read alongside the limits discussed below.

Two cases from the desk
The story illustrates the process with two examples. They show how the desk responds, not how every case turns out.
Three older kittens found in a backyard
A woman brought in three older kittens she had found in her backyard. Staff talked through the risks of shelter intake for animals of that age and then offered vaccination, a scheduled spay/neuter appointment, and supplies so she could foster the kittens short term. The outcome was a plan the woman could carry out herself, rather than a drop-off.

A mother cat and seven kittens in a family’s yard
A family with an allergic child asked for help with a mother cat and seven kittens living in their yard. Staff arranged foster placement for the kittens. They also explained how the mother could be spayed and returned to her territory, and supplied tools to help keep her out of the yard. The case shows that a cat already in a yard can sometimes be managed in place, with the household’s constraints taken into account.
Community cats and the neighbor’s cat
One of the more useful points in the story is how often the cat in question is not really the reader’s responsibility. Sheek said about half of the people who came to the desk had unknowingly brought in community cats, or potentially a neighbor’s cat. That is why the desk spends time on local context before recommending a route.

The options that follow depend on what the staff learn. Deterrents may address a nuisance problem without touching the cats. TNR addresses a colony by trapping, sterilizing, and returning the cats to their location. Foster placement applies when the animals are young enough, or unsocialized enough, that a home setting is the better path. A trap-neuter-return plan works only if someone can keep the cats fed and monitored afterward, which is a question the desk raises early.

- Community Resource Tool. The tool covers the United States, Puerto Rico, and Canada. It surfaces local veterinary care, low-cost spay/neuter clinics, cat food banks, and financial support. The tool page states it was last updated July 24, 2026. Local entries and availability can change, so confirm details with the provider before making a trip.
- Reach. The Alley Cat Allies 2025 Impact Report says its Cat Help Desk received requests from all 50 states. The same report cites more than 167,200 searches in the Community Resource Tool. Those are organization-reported figures, describing usage rather than the outcome of any help.
- Immediate illness or injury. Alley Cat Allies advises contacting a veterinarian immediately. A help desk, a directory, or a foster arrangement is not a substitute for emergency care.

Neither source ranks these services against each other. The useful question is which route fits the situation: a person who needs someone to think through a specific case in person will do better with the desk model, while a person who needs a trap or a nearby clinic may get faster results from the directory.
What the evidence does and does not establish
- The Dallas figures are early and self-reported. They come from a 2025 story describing a two-month pilot. They are not current performance data and have not been independently evaluated.
- No comparison group exists. The story does not compare the desk with a control, so it cannot show how many of those 350-plus animals would have entered the shelter without the desk.
- The anecdotes are examples. The cases above show the process. They are not a promise that every cat can be kept out of the shelter, and shelter intake remains the right choice in some situations.
- No formal study compares help-desk models. The two services described here differ in format and scope, and the sources do not establish which model works better in general.
- Directories change. Local providers, trap lenders, and clinics can close, change hours, or run out of capacity.
What to have ready when you call or visit
- The approximate age of the animals and whether they are feeding, moving, or nursing.
- Where the cats spend their time and whether they belong to a neighbor or a colony.
- Whether you can keep the animals for a short period, or can help with feeding and monitoring.
- Any injury or illness, which should go to a veterinarian first.
- The problem you want solved, whether that is the animals’ welfare, the household’s comfort, or both.
Preparing these details lets the conversation move quickly to a plan you can act on.
