Low-Cost Spay and Neuter in New Mexico: How to Find Help and Who Qualifies

New Mexico funds low-cost spay and neuter through providers, not direct applications. Here is how to find a provider, what the 2026 rules allow, and what to ask before booking.

New Mexico has a state-funded low-cost spay/neuter grant program, but residents do not apply to it directly. Money flows to nonprofits, shelters, municipal programs, and participating veterinarians, who then offer the services. The fastest path to help is Animal Protection New Mexico’s county-by-county directory, followed by a direct call to a provider to confirm eligibility, openings, and cost. As of October 2026, the 2026 grant application cycle has closed, so the directory and provider calls are the practical starting point.

Start with the county directory

The New Mexico Board of Veterinary Medicine points residents to Animal Protection New Mexico’s New Mexico Spay/Neuter Resources Directory, which lists county entry points across the state. Use it this way:

  1. Open the directory and find your county.
  2. Note every listed organization that serves your county and your animal’s species and size.
  3. Call each one and ask the questions in the checklist below. Listings do not guarantee an open appointment, and the directory itself warns that restrictions and program changes may apply.
  4. If the directory has no active option for your county, ask local veterinarians, humane societies, shelters, and animal-control offices. The directory recommends this step for exactly that reason.

What the state program is and how it is funded

The Board of Veterinary Medicine explains that Senate Bill 57 created the statewide low-cost grant program. The Department of Agriculture collects program fees from non-exempted pet-food manufacturers, and the Board distributes the money on the recommendation of its Animal Sheltering Committee. That committee has five members representing shelter leadership, veterinary medicine, the public, animal advocacy, and euthanasia-protocol expertise. The Board’s Spay and Neuter page lists Senate Bill 38 as part of the funding mechanism.

A January 2026 advocacy handout describes the fee as set to expire. That description is out of date. The Legislative Finance Committee’s fiscal impact report on Senate Bill 38 describes the bill as removing the fee’s scheduled July 1, 2026 repeal. Treat the expiration language as a record of earlier advocacy, not the current legal status.

Who qualifies

The Board’s 2026 guidelines allow assistance for dog and cat sterilization through four kinds of recipients: nonprofits, animal shelters, individual owners, and euthanasia agencies. The rules differ by recipient:

  • Individual owners and nonprofit help for individual owners: household income may not exceed 200% of the current federal poverty guideline. Individuals receiving help must be New Mexico residents.
  • Municipal shelters and euthanasia agencies: may seek funds to assist individuals and to sterilize animals available for adoption.
  • Nonprofits: may seek funds to help qualifying individual owners, but not to sterilize animals the nonprofit itself owns.
  • Funded organizations verify income and residency and keep records.

The posted 2026 income limits by household size are below. Confirm them against the current official federal poverty table before relying on them. The Board’s posted figure for an eight-person household does not follow the same pattern as the others, so check that size directly with the Board or a provider.

Community and feral cats

Community and feral cat projects are included. The 2026 guidelines state that income verification is not required for assistance with feral or community cats. Organizations must still consider local ordinances that apply to feral or free-roaming animals.

Can an individual apply directly?

This is the least settled part of the program. The 2026 eligibility guidance covers individuals. The administrative rule at 16.25.10 NMAC defines an eligible individual as someone whose household income is no more than 200% of federal poverty guidelines. It defines a qualified service provider as a veterinarian licensed and in good standing to perform the procedures in the jurisdiction. It also describes individual disbursement as reimbursement paid directly to providers for services performed.

The live application form, however, asks for organization details, and the Board’s FAQ still contains older wording saying individual applications will be developed later. Neither the Board nor the sources reviewed confirm how individual owners enroll. Do not assume you can file an application yourself. Ask the provider whether it takes part in a state-funded program and how it handles individual clients.

What grant-funded care can cost you

The Board’s 2026 guidance sets the limits providers must work within. These are grant rules, not promises that every provider offers every service.

Because surcharges are allowed, ask for a written estimate before the surgery date.

Questions to ask before you book

  • Is the program accepting new appointments right now?
  • Does it serve my county and my animal’s species and size?
  • What income or residency documents do you need?
  • Is there a waitlist, and how long is it?
  • Are core vaccines included? What is the vaccine charge if they are not?
  • What surcharge applies to a complicated surgery, and what does the estimate cover?
  • Do you require a deposit, or do you need the animal dropped off and picked up on a set schedule?
  • Can transportation be arranged?

  • $1 million was distributed to 28 spay/neuter and animal-welfare organizations in October 2025, according to Animal Protection New Mexico’s Spay/Neuter Assistance Fund FAQs. The same FAQ says the 2026 application has closed and that the awardee list will be updated once 2026 awards are made. The 2025 list is not a current roster of clinics.
  • More than $5 million generated for spay/neuter providers to date, and 64 providers applying for $2.4 million when $1 million was available in 2025. Both appear in Animal Protection Voters’ Affordable Spay/Neuter Handout, last updated January 12, 2026. These are the advocacy group’s own comparisons, not an independent audit of awards.
  • 22% of animals euthanized in New Mexico shelters due to lack of space and resources, per the same handout. The handout does not name the underlying dataset or its year, so treat this figure as unverified.
  • The Board’s 2026 grant application deadline was June 1, 2026. That date has passed.

Background on the problem

The Board’s Spay and Neuter page quotes a 2011 Senate Memorial 36 as stating that “the impact of homeless pets on New Mexico is staggering and affects the safety and health of the public.” That is a legislative statement from 2011, not a current measured finding.

Next steps

Use the county directory to build a short list of providers for your area. Call each one with the questions above, and ask specifically whether they can book you under a state-funded grant. Keep your income and residency documents ready, because most funded providers verify both.

The directory is also the best place to start for community-cat work, since the 2026 guidance exempts those requests from income verification. Organizations doing trap-neuter-return work should review the guidance’s equipment and capture rules directly on the Board’s grant page.
