Free and low-cost spay/neuter care exists, but it is not one national program. Who can use it, what it costs and how soon you can be seen depend on where you live and which provider runs the service. The fastest path is a local provider search, followed by direct confirmation of eligibility, total cost and scheduling before you book.
Start with a local provider search
The ASPCA’s guide to Low-Cost Spay/Neuter Programs is the best national starting point. It directs readers to the SpayUSA database for low-cost clinics across the United States and suggests contacting a local shelter or veterinarian. Use the steps below to turn that starting point into a shortlist.
- Open the ASPCA’s Low-Cost Spay/Neuter Programs guide and note the SpayUSA database reference.
- Search the SpayUSA database for clinics near your address, using its location search if it offers one for your ZIP code or city.
- Call your local animal shelter, humane society or animal control agency and ask whether it runs or refers to a spay/neuter program for owned pets.
- Ask your regular veterinarian whether they know of subsidized programs in your area or can refer you to one.
- Shortlist two or three providers and run each one through the checklist below before you schedule anything.
Give the provider your city, county or ZIP code when you call. Eligibility is set locally, so a program that is free for one neighborhood may not serve another.
Know which kind of service you are looking at
Four different arrangements are often grouped together as “cheap spay/neuter.” They differ in who can use them, what you pay and how you book. The ASPCA’s own materials describe several of these models, and the table compares them on the axes that matter when you decide.

Some of these arrangements are for owned pets, while others are built around community cats or rescue organizations. Check which population a program serves before you assume it covers your animal.
Distinguish between “free,” “subsidized,” “low-cost” and “private” when a provider describes its service. Treat a service as free only when the provider says so and the eligibility conditions are clear to you.

Check eligibility and total cost before booking
Eligibility and price vary by program, and the sources do not establish one universal fee, income threshold or timetable. Ask each provider the same set of questions so you can compare them directly.
- Service area: Does the program serve your city, county or ZIP code?
- Qualification: Is there a residency, income or other qualification requirement, and what documents do you need to show?
- Total cost: What is the surgery price, and what does it include? Ask about anesthesia, pre-surgery exams, pain medication and any follow-up visit.
- Appointments: Is there a waitlist, how is booking handled, and how far out is the next opening?
- Transportation: How will you get your pet there and back, and does the program offer or work with a mobile service? Travel can add cost even when the surgery itself is inexpensive.
- Preparation and recovery: What fasting or preparation steps apply, and what post-operative care is expected? Ask whether any recovery visits or supplies are extra.
If the answer to the eligibility question is unclear, ask the provider to put the criteria in writing or point you to the program’s published page before you rely on it.

What if you cannot afford the surgery?
Start with the programs described above, since they are designed for owners who cannot cover full private-practice fees. If none of them serves your area or your current needs, ask the shelter or animal control agency whether it knows of any local assistance, and ask your veterinarian whether the clinic offers a sliding scale or payment arrangement. Not every clinic does, so treat that as a question rather than an assumption.
Do not attempt spay or neuter surgery at home, and do not use an unlicensed person to perform it. Use a licensed veterinary clinic for the procedure, even when the cost is a concern.

Why access is limited
According to the ASPCA’s account of its community medicine work, the main barriers to veterinary care are cost, transportation and limited appointment availability. Those barriers explain why the same service can be out of reach for one owner and easy for another who lives a few miles away. When you plan, consider all three at once: a free surgery that requires a long trip, time off work and a months-long wait may not be a practical option.
The ASPCA’s 2024 annual report describes its response to these barriers, including community veterinary clinics in the Bronx, Brooklyn and Queens and a set of mobile clinics. The report also gives the ASPCA Liberty City community clinic’s service count. Those figures describe the ASPCA’s own programs in 2024, not national totals.

Numbers to read in context
Several statistics are often quoted in discussions of spay/neuter access. Each one has a specific scope, and none should be read as a national measure of the problem.
- Shelter intake: According to Shelter Animals Count, as reported by the ASPCA in 2026, 25% of dogs and 23% of cats entering shelters arrived already spayed or neutered. This describes shelter intake, not pet owners overall. ASPCA press release, June 3, 2026
- Owner survey: In an ASPCA press release, 30% of surveyed pet owners with household incomes below $50,000 said free or low-cost spay/neuter might have helped them most. The survey is historical, and the date and method of the underlying study are not established from the release, so do not present the figure as a current national rate. Grants are for organizations, not individual owners
On June 3, 2026, the ASPCA announced $14 million in grants for U.S. shelters and spay/neuter service providers. This is a funding route for organizations that expand capacity. It is not direct financial help for an individual owner. The announcement does not establish whether an application window is still open, so check the ASPCA’s June 3, 2026 release and the grant’s own eligibility and deadline details before relying on it. Clinics and animal-welfare groups that are considering an application should read the release first.
Historical context from the ASPCA
In a July 24, 2019 statement about the ASPCA’s 500,000th New York City spay/neuter surgery, ASPCA president and CEO Matt Bershadker said: “This milestone is a critical step toward preventing animal homelessness and ensuring that the city’s pets live healthier lives.” The statement marks a past milestone and is not a current measure of outcomes.
