Fostering keeps a cat or dog out of a shelter kennel or cage while it recovers from illness, gets used to people, or simply shows its personality in a home. That time can matter for the animal’s next step, whether that is adoption or another placement. In Houston, there are two separate routes. The City of Houston’s municipal shelter, BARC, runs an application-based foster program for its animals. Houston Humane Society (HHS) runs a different option, Finder to Foster, for people who have found an animal when the organization has no shelter space available right away. The two programs have different entry steps, different support, and different commitments, so it helps to know which one applies before you start.
What a foster home does for an animal
A foster home is temporary housing. The foster caregiver provides a quiet, individual space so the animal can decompress, adjust to a home routine, and build the confidence that helps it show its personality to future adopters. Foster care is also used when an animal needs room to recover from an illness or injury, or when it is too young or too fragile to stay in a shelter environment.
BARC describes its foster needs as broad. Its foster page lists newborn kittens, senior dogs, animals recovering from illness, and animals that need socialization among the cases where it looks for foster homes. Fostering does not guarantee a particular outcome for any individual animal. What it does is create a placement for that animal while it waits for adoption or another arrangement.

Because these are separate programs, an application or enrollment in one does not transfer to the other, and HHS does not describe BARC’s package. Check the page for the program that matches your situation before you contact either agency.
Fostering through BARC
BARC’s foster page asks applicants to work through the same sequence each time. The steps below follow that order.
- Read the foster handbook. BARC’s 2024 Foster Handbook sets out the expectations for foster caregivers, including home setup, supplies, and safety notes. Read it before you apply.
- Complete the application. The application is linked from BARC’s Foster a Pet page.
- Confirm your address is inside the foster boundary. The Foster a Pet page asks applicants to check a geographic boundary. If you live outside it, the program may not be available to you.
- Check the basic requirements. The page mentions requirements covering age, transportation, and home setup. It does not list the exact thresholds in the material available to this article, so confirm them with BARC before you commit to a timeline.
- View animals that need foster homes. Once your application is in order, you can look at the animals currently needing placement and ask the foster team about a specific match.
Preparing your home
The 2024 handbook recommends a quiet space for the foster animal, basic feeding and toileting arrangements, and age-appropriate toys. It also addresses resident pets directly: a new foster should be separated from the animals already in your home for 14 days if possible, with a minimum of three days. Plan for that separation before the animal arrives, because a room with a door that closes is easier to set up than one you must rearrange on the day of pickup.

What BARC supplies, and what you may need to buy
BARC’s handbook says the foster pantry may provide some supplies and support, depending on availability. Items it names include:
- Food
- A crate or kennel
- Collars and leashes
- Litter, for cats
- Selected feeding supplies for kittens and puppies
- Medication
- Staff and mentor support
Because availability changes, treat these as possible supports rather than guaranteed items. BARC’s donation page lists crates, carriers, and other goods among its foster-care needs. If you want to buy a crate for a foster dog or a pet carrier for transport, do so only after you ask BARC whether it can loan one, since the handbook says a crate may be loaned when available. The right size and type depend on the animal and the program’s instructions, so get those details first.
The BARC foster clinic
BARC’s foster clinic is reserved for animals currently in BARC foster care. It provides routine, non-emergency care by appointment. The Wellness Center page directs foster caregivers to contact the foster team for advice. Emergencies are not covered by this service, so plan for them through your usual emergency veterinary provider and contact the foster team as soon as possible.

Finder to Foster at Houston Humane Society
Finder to Foster is for a person who has found an animal and cannot keep it, when Houston Humane Society cannot accept the animal into its shelter right away. The person who enrolls becomes the foster and commits to caring for the animal until it is adopted or shelter space opens.
HHS states that it provides wellness care, including spay/neuter, vaccines, microchip, deworming and preventatives. It also networks the animal for adoption and facilitates the adoption itself. Those services are the organization’s description of Finder to Foster, and they are not a package that BARC offers.

The Animal Intake Process page gives HHS’s average wait for shelter space as about 90 days. That figure is an approximate average the organization reports, and it does not guarantee how long any individual animal will stay in a foster home. The same page says the program helped 455 lives in 2024, a figure HHS reports for its own program. It is not a measured effect of fostering on survival.

Reading the intake and outcome numbers
Numbers about Houston shelter capacity and outcomes are easy to misread, so it helps to attach a source and date to each one.
- Intake and capacity. BARC says it takes in an average of 20,000 animals each year and has capacity for fewer than 500 pets. BARC’s foster page does not state the year for these figures, so treat them as BARC’s published estimate rather than a count for a specific year.
- Average wait for shelter space. HHS gives an average of about 90 days, as described above. Use that figure as context for how long a Finder to Foster commitment may run, not as a promise.
- Outcome reporting. BARC’s Statistics and Reports page says the agency streamlined its outcome reporting starting in fiscal year 2024 and explains how its live release rate is calculated. Neither agency’s foster pages give a foster-specific survival rate that could be compared directly across programs, so avoid using any single number to judge one program against the other.
Safety and what fostering cannot promise
A foster animal is not a risk-free placement. The BARC Foster Handbook (2024) states: “BARC cannot guarantee the behavior or health of any animal placed in foster care.” Expect that a foster animal may have health issues that have not yet shown up, or behavior that changes as it settles in. Keep resident pets separated as described above, follow the feeding and handling guidance you receive, and report concerns to the foster team promptly.
BARC’s foster page also describes the program in its own words: “By fostering, you give these animals the time, space, and love they need to heal and prepare for adoption.” That is the goal of the program, and it is also the reason the commitment matters: the animal depends on a home that can keep up with its needs until it moves on.

If you found an animal and the shelter is full
If you found a cat or dog and HHS cannot take it immediately, Finder to Foster is the route to ask about. Contact HHS intake for the current steps before you take the animal in, and do not bring an animal home without a realistic plan for food, a safe space, and veterinary care. If the animal is injured or in immediate danger, contact a veterinarian or emergency provider first.
BARC’s Turning in a Pet page says its intake requirements and schedule depend on capacity. The schedule shown there took effect May 16, 2026. Check the live page before you go, because the posted schedule can change with shelter capacity.
Taking an animal in is a commitment, and the right first call depends on whether you are offering a temporary home through BARC’s application process or enrolling a found pet in HHS’s Finder to Foster. Start with the program that matches your situation, and ask each agency for its current instructions.
