Busting Barriers Between Adoptable Pets and Home

Housing rules, veterinary costs, behavior support and adoption-process hurdles keep adoptable pets from homes. Here is where each barrier sits and what helps.

Adoptable animals can be kept from homes at two points. The first is during the adoption itself, when language barriers, delays in processing, and fees stop an otherwise suitable applicant. The second comes after the adoption, when housing rules, veterinary bills, or behavior problems put the placement at risk. Shelters and rescues can act on the first. The second depends heavily on local housing rules and on the support available in an adopter’s own community, so the most useful fixes begin with identifying which barrier is actually in play.

Where the barriers sit

Barriers differ by stage and by who is in a position to change them. The table is a working map for the sections that follow.

The national picture

The most recent full-year national estimates from the ASPCA, drawn from Shelter Animals Count, cover 2025. The ASPCA’s U.S. Animal Shelter Statistics page reports the following for that year:

  • 5.8 million dogs and cats entered U.S. shelters and rescues in 2025.
  • 4.2 million shelter animals were adopted in 2025.
  • 597,000 animals were euthanized in shelters in 2025.

These are national estimates and can differ from state and local figures. A local shelter’s own data is the better basis for judging conditions in one community.

Matt Bershadker, ASPCA president and CEO, put the priority this way: “Keeping pets in loving homes, removing barriers to adoption and helping lost pets return to their families are some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity.”

Housing: the barrier that can block adoption and end a placement

The ASPCA describes several restrictions renters commonly face: no-pet policies, limits on the number or type of animals, breed or weight restrictions, costly deposits, and additional monthly pet rent. This article cannot determine whether a particular lease, property, or city’s rules are enforceable. Pet protections, fee limits, and tenant rights differ by jurisdiction, so use the questions below to test your own situation.

Common restrictions and what to ask

A sequence for working through a housing barrier

  1. Request the pet policy in writing before you apply or sign. Confirm whether it appears in the lease, an addendum, or building rules, and whether it covers the specific animal you plan to adopt.
  2. Total the upfront and recurring costs: any deposit, plus pet rent over the first 12 months, compared with your budget for the animal’s other needs.
  3. Ask whether the policy has an exception process and which documents it requires.
  4. Search for pet-friendly listings or renter support in the area where you will live.
  5. If you already have an animal and face a restriction, contact your shelter, rescue, or local animal services early, before the situation becomes urgent.

Veterinary costs and behavior support after adoption

The ASPCA’s Keeping Animals in Homes resource identifies veterinary services and related care costs as potential barriers to keeping animals. It also notes that behavioral issues are hard for caregivers to manage when support is inaccessible or unknown. The ASPCA treats accessible community support as part of the response. An ASPCA press release headlined More than 1 Million Households Forced to Give up Their Beloved Pet Each Year frames the scale of the problem. Check the release for its date and the basis of its estimate before quoting it.

Veterinary costs

Costs are easiest to manage when they are planned before the animal comes home.

  • Set a monthly care budget before adoption, and keep a separate reserve for unplanned veterinary visits.
  • Look up low-cost clinics and community programs near your home, and confirm their terms directly with each provider.
  • Ask the shelter or rescue for the animal’s available health records and any care it has already received.

Behavior challenges

A behavior problem becomes a retention problem when the owner has no one to call. Because the ASPCA’s concern is specifically support that is inaccessible or unknown, identifying it in advance is the main preventive step.

  • Before adoption, find out which local trainers, behavior consultations, or community programs serve your area, and what each charges.
  • Ask the shelter or rescue what behavior history it knows, and whether it has a recommended contact for the issue you are most concerned about.
  • Write down the first contact for each kind of problem, such as house-training or a fearful animal, so the contact is ready before a crisis.

Barriers inside the adoption process

Best Friends Animal Society’s Shelter Pet Lifesaving Data January–September 2024 reports results from a survey of adoption practices. The figures below describe what the surveyed organizations reported about their own practices during that period. They are not a census of every shelter or rescue, and they do not establish current policy.

Language access

An application offered in only one language can stop an interested person before they reach the animal. Ask whether the shelter or rescue offers its forms, or staff help, in the language you read, and whether you can complete the application with assistance rather than alone.

Same-day adoption and delays

When an organization cannot finish an adoption on the day someone decides, the applicant may need a return visit, which adds time and a second trip. Before you visit, ask how many visits a typical adoption takes, which documents are needed to finish, and whether the animal can be held while paperwork is completed.

Adoption fees

If a fee is a barrier, ask whether the organization has a reduction or waiver process, what qualifies, and what the fee covers. Ask for the amount in writing before you commit to an adoption.

Preparing for homecoming

Preparation matters once an animal has been chosen and the adoption is complete. Supplies help the first days at home; they do not change a lease, a fee, or a veterinary bill. The ASPCA’s Finding Your Fido guidance recommends having a bed, toys, treats, a leash, harness, and collar ready for a dog. Its Adoption Tips page recommends a safe, quiet space and basic necessities such as bowls, and a litter box for cats. Best Friends’ cat adoption checklist adds a carrier for safe travel.

Matching the list to the animal

  • Dogs: choose a collar or harness that fits the dog’s size and body shape, and put identification on the collar so a dog that gets out can be identified and returned.
  • Cats: choose a carrier sized for the cat, and make sure it can be secured safely for the trip home.
  • For either species, Best Friends’ Bringing a New Dog Home guide and the shelter’s own instructions are useful references, and the shelter’s instructions take priority where they differ.

Finding support options and checking them

Three categories of support are relevant here: pet-friendly housing search or renter support, low-cost veterinary services, and post-adoption behavior support. This article does not name specific providers, and what is available differs from one place to another.

  • Confirm the service area. A program in one city or county may not reach where you live.
  • Check eligibility before relying on a program, including any income, residency, or animal-type requirements.
  • Ask about cost, what is included, and whether the service applies to animals adopted from any source.
  • Ask your shelter or rescue which local resources it refers adopters to.
