If you see animal abuse happening now in New York City, call 911. For suspected abuse or neglect that is not happening at that moment, report it through NYC311 online or by calling 311. The right route helps get the concern to the appropriate responders; neither route guarantees a particular investigative outcome.
How to report suspected animal cruelty in NYC

These are the City’s reporting routes, as described by NYC311 and the Mayor’s Office of Animal Welfare.
What to include in a report
Give responders concrete, observable details that can help them locate the animal and assess the concern:
- Where the animal is, including an address, nearby landmark, or other location details.
- When you saw the incident or condition, and whether it is still happening.
- What you observed, such as an injury, lack of water, or an apparent lack of suitable shelter.
- Any useful identifying details about the animal or the situation.
NYC says reports can be anonymous. Providing contact information can help with follow-up and potential prosecution. When filing online, NYC311 provides an option to upload photos, videos, and documents. Do not confront a suspected abuser or put yourself at risk to collect evidence. These reporting options are described on the City’s animal-cruelty guidance.

What may count as cruelty or neglect
The City’s summary of New York State Agriculture and Markets Law describes cruelty broadly as causing unjustified harm, pain, or suffering, or failing to provide proper care such as food, water, medical care, or suitable shelter. This overview is not a legal determination that any particular incident violates a law; authorities assess the facts.
The City lists these provisions among the laws addressing animal mistreatment:

- Section 351: animal fighting.
- Section 353: overdriving, torturing, injuring, or failing to provide proper sustenance.
- Section 353-a: aggravated cruelty.
- Section 353-b: inadequate shelter for dogs left outdoors.
- Section 355: abandonment.
- Section 356: failure to provide sustenance to impounded animals.
- Section 360: poisoning.
- Section 362: injurious substances in public places.
- Section 381: declawing cats except when medically necessary.
The City also notes that veterinarians must report suspected cruelty under New York State Education Law §6714, and that state Penal Law §130.20 addresses sexual conduct with an animal. See the Mayor’s Office of Animal Welfare’s summary of animal-cruelty laws for its overview.
Who responds, and what may happen next
The NYPD enforces animal-cruelty laws. Local precincts receive reports, and cases that need further investigation may be referred to the NYPD Animal Cruelty Investigation Squad (ACIS), an investigative unit within the Detective Bureau. The NYPD’s Public Patrol Guide, Procedure 212-119, describes procedures for 311 complaints and coordination with the ASPCA.

The ASPCA assists the NYPD but does not have enforcement powers. The City describes its support as including forensic evaluations, medical treatment, behavior assessments, housing and placement, and legal backup and training. When a criminal case is not being pursued, the NYPD may also refer some situations to ASPCA Community Engagement.
An initial report does not mean an animal will immediately be removed or that a prosecution will follow. The City says the NYPD cannot discuss details of ongoing investigations with the general public and cannot remove an animal without due process. Help that may prevent care problems from becoming worse
ASPCA Community Engagement
For low-income New Yorkers who are struggling to afford pet care, the ASPCA Community Engagement program may offer free or partially subsidized help, including medical care, basic grooming, or dog houses. Public agencies and individuals can refer someone by emailing [email protected]. The program team contacts the person to explain whether and how it can help; a referral is not a guarantee of a particular service. See the City’s program information.
Other pet health and welfare resources
NYC311’s Pet Health and Welfare Resources page lists resources from Animal Care Centers of NYC (ACC) for New Yorkers and their pets. It also lists ASPCA mobile spay/neuter services for cats and dogs belonging to NYC residents in select ZIP codes. The page lists a $125 fee and says the service is free for people receiving Cash Assistance; confirm eligibility, fees, ZIP-code coverage, and availability with the program because these details can change.

What NYC’s animal-cruelty figures show
The Mayor’s Office of Animal Welfare’s 2024 annual report says that during 2024:
- More than 5,000 NYC animals suspected of being cruelty victims were helped through the NYPD–ASPCA partnership.
- Another 1,600 animals were helped through NYPD referrals to ASPCA Community Engagement.
- There were 158 animal-cruelty arrests in NYC, the highest number in at least five years.
These are figures for the report’s stated 2024 period. “Helped” does not mean every case resulted in an arrest or conviction, and arrest counts are not a measure of the total prevalence of cruelty.
How NYC’s Animal Abuse Registry works
The registry applies to NYC residents who are at least 18 years old when convicted of a qualifying animal-abuse crime after October 2, 2014. The City says a person on the registry may not own, possess, reside with, or have custody of an animal, or intentionally engage in physical contact with one. Registration lasts five years after sentencing, or five years after release from incarceration.
The registry is not public. Certain animal-related businesses and organizations must check it before transferring an animal. For current requirements and instructions, consult the NYC Department of Health and Mental Hygiene’s Animal Abuse Registry page.
