What to Do When You Find a Lost Dog or Cat

Found a lost dog or cat? Keep yourself and the animal safe, report it to local animal control or a shelter, get a microchip scan, and follow local rules before keeping it.

If you find a lost dog or cat, your first job is to keep yourself and the animal safe, then get the animal reported to your local animal-control agency or shelter and scanned for a microchip. Taking the animal home is sometimes allowed, but only after you have followed your local reporting and holding rules. Those rules vary by city, county and state, so the steps below describe the general pattern and show where local instructions take over.

Start with safety for you and the animal

Do not chase, corner or try to grab a dog or cat that seems frightened, aggressive, injured or otherwise unpredictable. A scared animal can bite or scratch, and an injured one can react to handling in ways that make things worse. If the animal looks unsafe, step back, keep other people and children away from it, and call your local animal-control agency, the municipal shelter or the agency responsible for stray animals in your area.

Sick or injured animals call for the same first step. Minneapolis Animal Care & Control, for example, tells residents to report unsafe and sick or injured animals to the city rather than attempt ordinary found-pet handling. Other areas route these calls differently, so use the number your local agency publishes for emergencies.

Decide what you can do safely

Whether you should approach depends on how the animal behaves. The table below summarizes the usual split. It is a starting point, not a substitute for local instructions.

Look for identification, then arrange a microchip scan

If the animal is approachable and you are comfortable doing so, look for a collar, tag or other visible identification. A tag can give you a phone number to call directly, which is often the fastest route home. Do not put yourself at risk to read a tag.

A microchip is the more reliable identifier, and only a scan can reveal it. A shelter, animal-control service or veterinary clinic can scan the animal. If a chip is found, the agency can help trace the registration. The ASPCA points out that outdated contact details on a microchip registry can delay reunification, so an owner who moved or changed phone numbers may not be reached through the chip even when it is found. If you get a chip number, report it to the agency so that staff can check the registry.

Contain the animal only when it is safe

American Humane Society advises trying to capture and contain a stray only if circumstances permit. For cats, its suggested temporary options include a carrier, a secure box with air holes, a small room or a properly ventilated car. Do not leave any animal in a hot or poorly ventilated vehicle, and do not attempt to contain a cat that cannot be handled safely.

A carrier is useful for the narrow case where an animal is calm enough to be contained. It does not make an unsafe animal safe to handle, and you do not need to buy equipment before you report the animal.

Report the animal to the local agency

Call the local shelter or animal-control service even if you plan to keep the animal temporarily. Ask three things: whether you should bring the animal in, whether you may hold it at home and for how long, and how to file a found report. Agencies differ on these points, and ASPCA guidance stresses that reporting, shelter intake and temporary home care are governed by local procedures.

Minneapolis is one concrete example of how this works. Its animal-control service asks finders to bring friendly animals to the shelter if they cannot identify the owner, and to call 311 if they cannot hold the animal. That procedure applies in Minneapolis only and is not a national rule.

Help the owner find the animal

Once the animal is reported, check whether a missing-pet report already matches it. Ask the agency how it wants you to share found-pet information, and follow its guidance on neighborhood notices and online posts. A clear photo and the general location where you found the animal are the most useful details to share.

Some cities accept found-pet reports through lost-pet platforms. Minneapolis Animal Care & Control accepts photo reports through Petco Love Lost, which is a Minneapolis example rather than a guarantee that the service is available in your area. Before posting publicly, ask your local agency whether to withhold details, such as distinguishing marks, that help confirm a real owner.

Follow local rules before keeping or rehoming the animal

Finding a pet does not transfer ownership to you. Most places require finders to report the animal, take it to a designated shelter or holding facility, or follow specific rules for temporary care at home before any decision about keeping it. The length of a required hold period is set locally, and no single holding period applies everywhere. Confirm the timeline with your agency before you make any plans to keep or adopt the animal.

What to do with kittens found outdoors

Do not assume outdoor kittens have been abandoned. A mother cat often leaves her kittens for periods to find food or to stay out of sight, and taking them away can be harmful or unnecessary. Watch from a distance for a while before you act, and check with neighbors about whether a cat is a local outdoor or feral cat.

If you see an immediate safety concern, such as kittens in a road or exposed to weather, you may need to move them. In that case, the ASPCA recommends moving them only to a nearby safe place where the mother can still find them. Afterward, arrange a microchip scan through a shelter, rescue or veterinary clinic where appropriate and check your local reporting rules.

Massachusetts state guidance gives an example for a found cat: contact the local animal-control officer and shelter, check for lost-pet reports, and consider a breakaway or paper collar only where it can be placed safely and the cat can be released close to where it was found. That technique is specific to the situation described and should not be applied to every cat.

Checklist for the first hour

  • Confirm that the animal and the people around it are safe, and keep your distance if it is not.
  • Check for a visible tag or collar only if you can do so without risk.
  • Call the local animal-control agency or shelter and describe the animal, the location and its condition.
  • Arrange a microchip scan through the agency, a shelter or a veterinary clinic.
  • Ask whether you may hold the animal temporarily and what reporting steps apply.
  • Share a clear photo and found location through the channel your agency names.
