The title’s “rare predator” most likely refers to the Arctic fox (Vulpes lagopus): Metsähallitus reported 12 pups in three dens in northern Lapland in summer 2025. That is encouraging evidence of breeding, not proof that Arctic foxes are returning to Finland’s forests or that the population is recovered. The reported dens are in northern Lapland, and Arctic foxes are associated with Arctic and alpine environments rather than boreal forest.
What recent evidence shows Arctic foxes are breeding in Finland?
Metsähallitus, Finland’s state-owned forestry and nature services agency, reports that Arctic foxes produced pups in several recent years after a long gap in successful reproduction. Its current species page gives the latest result as 12 pups in three dens in northern Lapland in summer 2025.

Metsähallitus also reports successful reproduction in 2022, following 25 years without successful reproduction in Finland. The sequence is evidence that breeding has recurred; pup and den counts are not a count of all foxes and do not, by themselves, show that the population is self-sustaining.
Is the Arctic fox returning to Finland’s forests?
Not on the evidence reported. The verified breeding records concern northern Lapland, not a return to forest habitat. Arctic foxes are associated with Arctic and alpine environments, so “Finland’s forests” is misleading if read as a claim about where this recovery is happening. A 2021 conservation feature used the framing “bringing the arctic fox back to Finland,” but that phrase does not establish forest colonisation. Read the feature.

Does Finland’s breeding news mean the species is recovered?
No. Repeated breeding is a meaningful conservation sign, but it is not equivalent to a recovered population. Metsähallitus describes the Arctic fox as critically endangered and protected in Finland. Its 2024 press release estimated the combined adult population in Norway, Sweden, and Finland at approximately 550; that is a regional estimate published in 2024, not a current Finland-only count.
What conservation work is underway?
Metsähallitus describes feeding stations and Nordic cross-border cooperation as part of Arctic fox conservation, and says continued protection is a condition for recovery. The cited reporting does not establish that any single measure caused the recent Finnish breeding.

Food availability is also part of the conservation context. Arctic foxes eat small rodents, including voles and lemmings; a 2021 WWF Finland feature discusses irregular rodent cycles and their relevance to food supply. That context should not be mistaken for a demonstrated explanation of the 2025 pup count. In that same 2021 feature, Metsähallitus Senior Advisor Tuomo Ollila said: “The arctic fox is a good species to demonstrate the threats of global warming to the whole of arctic nature”.
