No. Minnows are generally freshwater fish, not saltwater fish. Some species may enter brackish or tidal water, but that does not mean they are adapted to life in the ocean or belong in a saltwater aquarium.
What does “minnow” mean?
“Minnow” is a common name, not the name of one single species. It is used for many small fishes, and modern classifications do not place every fish called a minnow in one family. Virginia Tech explains that most true minnows are classified in Leuciscidae, while carp and goldfish remain in Cyprinidae; classifications of related cyprinids have also changed over time.
North America has more than 290 minnow species, according to Virginia Cooperative Extension. That diversity means a fish’s exact species matters more than its common name when identifying its habitat or care needs.
Where do minnows live?
True minnows are found in freshwater habitats such as streams, rivers, lakes, ponds, marshes, and wetlands. The U.S. Environmental Protection Agency describes minnows as occupying nearly every freshwater habitat in North America. Virginia Cooperative Extension puts the salinity distinction plainly: Minnows are exclusively freshwater, although some species stray into brackish, tidal waters.

Brackish water is a mixture of fresh and salt water, common in estuaries and tidal areas. A minnow that occasionally enters such water is not thereby a marine fish: entering a changing, partly salty habitat is different from being adapted to full-strength seawater.

Can minnows live in the ocean?
There is no basis here to treat ordinary minnows as ocean fish. The fact that some may stray into brackish, tidal water does not establish that they can tolerate full-strength seawater or survive in the ocean. For any fish sold under a broad common name, rely on verified species identification and species-specific salinity guidance rather than assuming that tolerance of a tidal area means marine suitability.

Can I keep minnows in a saltwater aquarium?
Do not put a minnow in a saltwater aquarium unless you have identified the exact species and have reliable guidance showing it can tolerate the aquarium’s salinity. The general description “minnow” points to freshwater, not marine care. A brackish-water exception is not evidence that a fish can live in a full-salinity marine tank.
Freshwater ornamental fish are also found among related cyprinids, including groups such as danios and rasboras. Their presence in aquarium culture does not make them saltwater fish; classifications and care requirements vary among species.

How minnows live and why people keep them
Feeding and behavior
Many minnows school and feed on insects, algae, plant material, and other small aquatic foods. Some herbivorous species have long, coiled intestines, and cyprinids use pharyngeal, or “throat,” teeth to grind food. Minnows are also important prey for larger fish.
Bait fish
Fathead minnows and golden shiners are farmed and sold as bait fish. If you are using live minnows, keep them in suitable freshwater conditions and follow local rules for bait transport and release; a fish’s role as bait does not change its habitat needs.
