Yes, cats can survive some cold exposure—but that does not mean it is safe. Prolonged exposure to freezing conditions can cause potentially fatal hypothermia, and cold combined with wind, snow, or ice can also put cats at risk of frostbite. There is no single safe outdoor temperature for every cat: exposure time, weather, shelter, and the cat’s age and health all matter.
What makes cold dangerous for cats?
The longer a cat is exposed to cold, the greater the concern, especially when wind or wet weather makes it harder to stay warm. A dry, protected shelter reduces exposure, but it does not make prolonged time outdoors risk-free. Cornell veterinarian Brian Collins described hypothermia as “a potentially fatal drop in body temperature that can result from prolonged exposure to a freezing environment” in a 2016 Cornell College of Veterinary Medicine article.
In extreme cold or after prolonged exposure, reduced blood flow to the extremities can allow tissue to freeze. Ears, paws, and tails are particularly exposed to frostbite. Cats with conditions that impair circulation, including heart disease or diabetes, may be more vulnerable.
Some cats need extra protection
Very young or older cats, short-haired cats, underweight cats, and cats with medical problems may have more difficulty tolerating cold. A cat that appears comfortable in one set of conditions may be at risk in another; consider the individual animal as well as the weather and length of exposure.

How to protect a cat in winter
Keep the cat indoors when possible
Keeping cats indoors is the safest general approach during cold weather. If a cat cannot stay indoors, provide access to a purpose-built shelter or another protected indoor space, along with bedding, food, and water.
Make outdoor shelter dry and protected
Choose a shelter that protects the cat from cold, wind, and precipitation. Cornell recommends straw for bedding and advises against newspaper, cloth, and hay. Keep the water supply from freezing and, where possible, raise the shelter off the ground. A shelter helps reduce exposure; it cannot guarantee safety in severe weather or during prolonged cold.

Pay attention to food and water
Cats may burn more calories in winter as they use energy to stay warm. Cornell suggests feeding a bit more in winter than in warmer months to help prevent weight loss. Treat this as general guidance rather than a feeding prescription; a veterinarian can advise on an individual cat’s needs.
Check cars and secure antifreeze
Cats looking for warmth may hide in wheel wells or engine compartments. Before starting a car, check around the wheels and make noise—such as honking or tapping the hood—to give a hidden cat a chance to move. Antifreeze is highly toxic if ingested, so secure containers and clean spills promptly.

Signs of hypothermia or frostbite—and what to do
Shivering, lethargy, and reduced alertness can occur with an abnormally low body temperature, but signs alone cannot confirm hypothermia. VCA lists the normal temperature for cats and dogs as 100.0°F to 102.5°F (37.7°C to 39.2°C); a reading below 99°F (37.2°C) should prompt a veterinary visit. Do not try to take a rectal temperature unless you are trained to do so. If you suspect cold injury, contact a veterinarian promptly for assessment.
If frostbite is suspected
- Move the cat to a warm, dry area.
- Seek veterinary medical attention immediately.
- Do not rub or massage affected areas, and do not apply direct dry heat—such as a heating pad or hair dryer—to frostbitten tissue.
If hypothermia is suspected
While arranging veterinary care, warm the cat slowly with warm, dry towels or blankets. Wrapped warm water bottles placed near the body can also provide gentle warmth. Do not give human pain medication unless a veterinarian specifically instructs you to.
