Sometimes, but not as a general-purpose treatment. A veterinarian may approve hydrocortisone for a small, localized, noninfected area of itchy or inflamed skin. It can reduce inflammation and discomfort, but it will not cure common causes of itching such as bacterial or fungal infections, parasites, or allergies. Steroids can also make some infections harder to control.
Before applying any product, check with your veterinarian—especially if you are considering a human cream. The product’s strength, added ingredients, application site, and the amount your dog could lick all affect its safety.

When hydrocortisone may be appropriate
A veterinarian might recommend a dog-specific hydrocortisone product for a limited period when your dog has a small, localized inflammatory problem, such as:

Hydrocortisone is a symptom-relief medicine. It may make a dog less itchy while the skin settles, but it does not establish why the skin is irritated. A dog that keeps scratching may have fleas, mites, food or environmental allergies, a yeast or bacterial infection, or another skin disorder that needs different treatment.

Merck Veterinary Manual notes that topical glucocorticoids can be useful for localized lesions and short-term flares, but steroids are not appropriate as an unexamined treatment for itch caused by infection. (Merck Veterinary Manual)
When not to apply it yourself
Do not use hydrocortisone as a home remedy when the skin problem is severe, spreading, or in a sensitive location. Arrange veterinary advice if the area is:
- Producing pus, blood, or other discharge
- Wet, foul-smelling, crusted, ulcerated, or visibly infected
- Rapidly enlarging, very swollen, or painful
- An open, deep, burned, or poorly healing wound
- Near or inside the eye
- Inside the ear canal
- On the face, genitals, or another area your dog can easily lick
- Recurring or not improving promptly
A “hot spot” is not automatically a simple rash. It can become infected quickly, and the trigger may be fleas, allergies, moisture, or self-trauma. Hydrocortisone might briefly reduce redness while allowing the underlying problem to continue.
Can you use human hydrocortisone cream?
Do not assume that a human product is suitable just because it says hydrocortisone or 1% on the package. Human products are formulated and labeled for people. A veterinarian may approve a particular human formulation, but may instead select a veterinary product or a nonsteroid treatment.
Read the entire active-ingredient panel, not just the front label. Combination creams can contain ingredients with separate risks if a dog licks or swallows them, including:

Take a photograph of the package or bring it to your veterinary appointment. The concentration, inactive ingredients, and intended body site all matter. A cream designed for a person’s hands is not automatically suitable for a dog’s face, paws, ears, or damaged skin.
Eyes and ears need different precautions
Never put ordinary skin cream in your dog’s eye. Veterinary ophthalmic hydrocortisone is a different preparation and is used only for selected eye conditions after an examination. Likewise, do not put hydrocortisone ear medication into the ear canal until a veterinarian has examined the ear and eardrum. If the eardrum is ruptured, the wrong medication can cause serious complications, including pain, hearing loss, head tilt, or circling.
How to apply a veterinarian-approved product
There is no single over-the-counter schedule that is safe for every dog. Follow the exact instructions for the product and your dog’s diagnosis. These precautions generally apply:
- Use it only on the directed external skin. Do not extend the treatment to nearby areas without asking.
- Wash your hands before and after application. Gloves may be sensible if the product could contact broken skin.
- Keep it away from the eyes, mouth, and nose.
- Use only the prescribed amount and frequency. Applying a thicker layer, covering a larger area, or treating for longer does not necessarily improve the result.
- Prevent licking or chewing. Keep your dog from grooming the site for at least 20–30 minutes, or until the product has dried if the label gives that instruction.
- Use a barrier if needed. An Elizabethan collar or another veterinarian-approved method may be necessary for a persistent licker.
Do not cover the treated skin with a bandage unless your veterinarian specifically tells you to. Occlusion can increase absorption and may worsen a moist or infected lesion.

Side effects and risks
Possible local effects include irritation, an allergic reaction, thinning or fragility of the skin, small bumps or blackheads, hair loss, and delayed healing. These risks increase with prolonged use.
More of the steroid may enter the body when it is used over a large area, on damaged skin, beneath a covering, or repeatedly. Substantial or repeated exposure can produce broader steroid effects and, rarely, suppress adrenal function. Contact your veterinarian if the treated area becomes more inflamed, develops new bumps, heals poorly, or your dog’s behavior or appetite changes.
What if your dog licks or eats it?
A small lick of plain topical corticosteroid often causes no serious problem, but it can cause stomach upset or temporary increased thirst, urination, or appetite. The risk depends on the amount, your dog’s size and health, and every ingredient in the product. A large amount or a combination cream can be more concerning.
Call your veterinarian or an animal poison service promptly if your dog:
- Ate cream directly from the tube
- Licked a substantial amount from its skin or your hands
- Has repeated vomiting or diarrhea
- Develops marked thirst or urination, weakness, severe lethargy, abdominal pain, or black, tarry stool
- Ingested a product containing other active ingredients
Keep the original packaging available. The exact product name, concentration, ingredient list, amount eaten, and time of exposure will help the veterinarian assess the risk. Do not induce vomiting unless a veterinary professional tells you to.

For a small, uncomplicated area, take a clear photograph before treatment and note when it appeared, whether it is spreading, and how often your dog is licking it. That information can help distinguish a brief irritation from a problem that needs targeted treatment.

No. Ordinary skin cream should not be put in the eye. Ear medication should not be placed in the ear canal until the eardrum has been checked. Eye and ear steroid products require the correct veterinary formulation and diagnosis.
What should I do if my dog licks hydrocortisone cream?
Prevent further licking and check the package ingredients. A small lick of plain hydrocortisone may cause mild stomach upset or temporary increased thirst, urination, or appetite, but call a veterinarian promptly after a large ingestion, repeated symptoms, or exposure to a combination product.
