Yes. Foster homes can give shelters room to care for animals when transfers are disrupted, but fostering does not clear an animal to travel or protect it from New World screwworm. Shelters should arrange an intake exam, daily checks of wounds and healing procedures, clean housing, and a clear veterinary escalation plan. Before any county- or state-line transfer, confirm the current rules with the relevant animal-health authorities.
What foster care can—and cannot—do
New World screwworm (NWS), Cochliomyia hominivorax, is a fly whose larvae feed on living tissue. The fly lays eggs in wounds or body openings, so even a small injury can matter. Foster care can help a shelter manage crowding while movement is delayed, but it is a housing and care arrangement—not a medical clearance, transport permit, or guarantee against infestation.

An August 19, 2026 Associated Press report described the Houston Humane Society keeping about 200 animals at its shelter while using foster homes for up to 300 more during transfer disruption. That is one organization’s reported arrangement, not a typical capacity estimate or a promise that another shelter can accommodate the same number. Read the Associated Press report.

The Texas Board of Veterinary Medical Examiners cautions: “Animals entering shelters and rescue organizations may be at increased risk for undetected wounds and parasite infestations.” Its shelter guidance recommends intake examinations, daily monitoring of surgical and healing wounds, clean housing, parasite-prevention programs, and training staff and volunteers to recognize signs. It identifies strays, recently rescued animals, animals from border regions, animals with unknown medical histories, and outdoor or community animals as risk groups. Read the Texas shelter guidance.

For a foster placement, put those shelter measures into a handoff the caregiver can follow. This is a practical application of the Texas shelter checklist, not a separate official foster-home standard.
- Complete or document the shelter intake examination before placement.
- List any wound, surgery, or healing area that needs a daily check, and explain how the caregiver should record changes.
- Give the caregiver a named veterinary contact and a direct escalation route for concerns.
- Keep preventive-medicine decisions under veterinary direction; do not treat a foster placement as a reason to start or change medication.
What foster caregivers should watch for
Texas guidance lists open wounds or skin injuries, drainage or foul-smelling lesions, swelling around wounds, excessive licking, biting or scratching, lethargy, and decreased appetite as signs that need attention. Another Texas public information sheet also names swelling or discharge, a strong unpleasant odor, excessive licking or chewing, loss of appetite, and unusual behavior. These signs are not a way to diagnose NWS at home; they warrant professional assessment. See Texas guidance for the public.

What to do if a wound looks suspicious
- Contact a veterinarian immediately. Describe the animal’s wound, symptoms, origin, and travel history, and follow the veterinarian’s instructions.
- Do not attempt home treatment or remove larvae yourself. Texas guidance says to avoid home treatment and follow veterinary directions.
- Separate the animal from other animals if appropriate. Follow veterinary advice on handling and housing while the animal is assessed.
- Follow instructions for diagnosis and reporting. Texas guidance directs people to notify the Texas Animal Health Commission at 1-800-550-8242.
APHIS says infested animals should be treated according to a veterinarian’s recommendations. It links to FDA information for veterinarians about regulated animal drugs that may be effective, including some drugs approved for other indications. That is not a basis for a foster caregiver to select a medication, pesticide, wound product, or dose. See APHIS animal prevention and treatment information.
Check movement rules before arranging a transfer
Eligibility depends on the animal’s location, origin and travel history, as well as the rules in effect for the jurisdictions involved. Before moving an animal across a county or state line, ask the relevant animal-health authorities in both the origin and destination areas and coordinate with the placing shelter. Confirm the requirements for the specific animal and route; do not infer eligibility from a foster placement or an old zone map.

Check APHIS emergency-response and movement information.
CDC’s outbreak page, updated August 11, 2026, described the risk to people and animals in the United States as “very low” and reported no locally acquired human infestations at that time. Those statements are a dated assessment, not a guarantee of zero risk or an indication of current zone status. CDC directed readers to USDA for current U.S. animal-case information.
