Third-party public liability insurance and insurance for veterinary bills are different products. In England and Wales, liability insurance stopped being a legal condition for exempt XL Bullies on 1 July 2026; Northern Ireland’s guidance says its previous requirement ended after 30 June 2026. That change does not establish that an insurer will cover vet bills—or that any particular policy accepts the breed.
What “insurance” means for an XL Bully
Third-party public liability insurance is intended to cover an owner’s liability to other people for injury or damage, subject to the policy terms. Veterinary-cost pet insurance is optional financial protection for eligible treatment. Neither type of cover grants permission to keep a dog, replaces an exemption certificate where one is required, or relaxes legal control conditions.
The official guidance cited here does not identify insurers currently accepting XL Bullies for vet-cost cover, provide premiums, or compare policy terms. Ask an insurer directly whether it will cover your dog as described, and get the answer and full policy wording in writing before relying on it.
Has the liability-insurance requirement changed?
The position depends on the nation. The official sources give a clear end date for the insurance requirement in England and Wales and in Northern Ireland, but the Scottish overview does not spell out the change. Check the detailed Scottish certificate-holder rules if you live there.

Defra’s update history says Dogs Trust stopped issuing new policies and renewing existing banned-breed policies after 30 June 2026. That is background to the change in the England and Wales requirement, not evidence of a current insurance offer.
Can an XL Bully get vet-cost insurance?
The official rules pages do not establish which insurers will accept an XL Bully for veterinary treatment. Do not infer that vet-cost cover is unavailable because a particular liability scheme stopped, or that a pet-insurance policy includes liability cover. Those are separate questions, and the policy wording decides what is covered.

First ask whether the insurer accepts the dog’s breed or type as you have declared it. If it does, compare the terms that determine what you could actually claim:
- Cover and limits: Ask whether benefits are capped per condition, per year, or over the dog’s lifetime, and whether the policy is accident-only or also covers illness.
- Exclusions: Check exclusions carefully, including how the policy treats pre-existing conditions.
- Your share of costs: Confirm the excess and any co-payment, including whether either changes as the dog ages.
- Waiting periods and claims: Find out when cover begins and what evidence or process is required to make a claim.
- Renewal terms: Check whether cover, limits, premiums or exclusions can change at renewal, and what happens to ongoing conditions.
These features are policy-specific. A verbal indication or a price quote is not a substitute for written confirmation of eligibility and the complete policy terms.

Check the exemption and control rules for your nation
Insurance does not make it lawful to keep an XL Bully without the required exemption. The ordinary exemption application windows have closed in all three nations; new exemptions can only be authorised by a court order. The administrative requirements differ, so use the guidance for the nation where the dog is kept.
England and Wales
A valid Certificate of Exemption is required to keep an XL Bully. Defra lists continuing conditions including keeping the dog at the certificate-holder’s address, with a limited temporary-address allowance; notifying Defra of a permanent address change and of the dog’s death or export; and keeping the dog muzzled and on a lead in public. The lead must be held by someone aged 16 or over, and the dog must be secured against escape.

The dog must also be microchipped and neutered, with the required evidence submitted. The neutering deadlines have passed. Defra says owners who missed the neutering requirement or evidence deadline should contact their local police force because the certificate will not be valid. Its guidance recommends a muzzle that allows the dog to pant, breathe and drink.
From 1 November 2026, a further condition is due to bar leaving a child under 12 in close contact with an XL Bully in a private place, such as a home or garden, without adult supervision. As of 4 October 2026, that condition is upcoming, not yet in force.

It is illegal in England and Wales to sell, buy, give away, rehome or transfer ownership of an XL Bully. It is also illegal to abandon one or allow it to stray. An exemption certificate or insurance policy does not authorise a transfer.
Scotland
Keeping an XL Bully without a valid Certificate of Exemption is a criminal offence. The Scottish Government says ordinary applications have closed and new exemptions can only be granted by a court order. Its overview also lists public lead-and-muzzle requirements and bans on breeding, sale, giving away, rehoming, abandonment and allowing the dog to stray. Consult the Scottish Government’s detailed guidance for certificate holders for the applicable administrative conditions rather than assuming England and Wales rules are identical.
Northern Ireland
Ownership without an exemption certificate became an offence on 1 January 2025, and the ordinary application window closed on 31 December 2024. The nidirect guidance sets out lead-and-muzzle requirements in public, neutering, secure keeping, and notification of address change and death or export. It also says the exemption certificate is valid only if the dog has an annual dog licence; the standard licence lasts 12 months.
From 1 November 2026, Northern Ireland’s guidance also requires adult supervision when a child under 12 is in close contact with a banned dog in a private place. Check the current Northern Ireland guidance for the complete conditions.

What owners should do before relying on cover
- Check the rules where the dog lives. Start with the official guidance for England and Wales, Scotland, or Northern Ireland; the schemes are not one uniform UK-wide process.
- Confirm the exemption is valid. Check that required conditions are met, including any applicable neutering, microchip, notification, licensing, secure-keeping, lead and muzzle rules.
- Ask what an existing policy still does. If you hold liability insurance, confirm its end date and benefits with the insurer. Do not assume it renewed or that it includes vet costs.
- Get vet-cost eligibility in writing. Tell the insurer the dog’s breed or type and relevant health history; ask for written acceptance and the full terms before buying or relying on cover.
- Use a suitable, properly fitted muzzle in public. It should allow panting, breathing and drinking. A product description alone does not prove that a muzzle fits your dog or meets the rules.
- Check the upcoming child-supervision condition. For England and Wales and Northern Ireland, the under-12 private-place condition is due to take effect on 1 November 2026; follow the current nation-specific guidance.
