The City of Bayswater’s attempt to require cats to stay on their owners’ properties was disallowed by Western Australia’s Legislative Council on 16 September 2025. The City says its existing local law and restrictions at 43 listed sites remain in force.
What the resident alleged
PerthNow reported that Maylands resident David Dyke estimated cats killed up to 893,958 native reptiles and birds between mid-March 2021 and mid-March 2024. The report does not provide the calculation method or establish that figure as an independently verified count. It should be understood as Dyke’s estimate, not a confirmed local wildlife toll. PerthNow’s report
Speaking to council, Dyke said: “Council, the blood of this is on your hands … if you allow this carnage to keep happening, what’s going to happen?” The words “carnage” and “blood on your hands” are his accusation; they are not a formal finding that the City caused or was legally responsible for wildlife deaths.
What Bayswater can require under its current cat law
The City of Bayswater says the Legislative Council disallowed its 2024 amendment on 16 September 2025. That amendment would have required cats to be contained on their owner’s property unless under effective control. Its defeat means it is not a current, citywide property-containment requirement.

The City says its Keeping and Control of Cats Local Law 2022 remains in effect, including amendments made in 2023. Those amendments prohibit cats from 43 listed sites, including environmentally sensitive locations such as Eric Singleton Bird Sanctuary and Gobba Lake. This restriction applies to specified sites; it is not the same as requiring every cat to remain on its owner’s property everywhere in Bayswater. What residents said during consultation
The City’s Engage Bayswater consultation page reports more than 500 submissions and says 72% of respondents supported the draft local law generally. Those numbers describe people who took part in the consultation, not a representative poll of all Bayswater residents. They also do not change the legal outcome: the proposed 2024 amendment was disallowed. Engage Bayswater consultation page

What cat owners can do
Owners who want to prevent unsupervised roaming can consider physical containment, such as a catio or another suitable outdoor enclosure. Whether an option fits depends on the home, available space, the cat and installation; the sources do not assess particular designs or products. PerthNow reported in 2023 that the Western Australian Government had invested $7.6 million in its Feral Cat Strategy 2023–2028. That figure concerns the state strategy and is not a measure of funding for Bayswater’s local cat rules. The same report said the State Government would review the Cat Act “in due course”; it does not establish the review’s current status or show that a later legal change has taken effect.
