Their proposal was advocacy, not a law change: as of the WA Government information updated in 2026, local governments have certain powers under the existing Cat Act, while broader containment powers were the subject of a proposed amendment whose passage is not established by the sources cited here.
What Cat Haven WA and its partners called for
PerthNow reported on 16 August 2024 that Cat Haven WA and the WA Feral Cat Working Group wanted the State Government to establish uniform cat-containment laws. Their campaign video, launched on International Cat Day on 8 August 2024, encouraged owners to keep cats permanently contained on their property. The groups’ preferred route was to change the Cat Act so the rules would be consistent across councils. PerthNow’s campaign report

City of Fremantle councillor Adin Lang said he believed the Cat Act caused confusion and that uniform rules would make expectations clearer for residents and cat owners. That was his assessment of the framework, not an independently established finding about how the law is understood or applied. PerthNow’s campaign report

#1 Best Overall
- 😻EFFECTIVE ANTI-CLIMB DESIGN😻: Designed with upward extension arms and durable fine-mesh netting, this cat-proof fence system creates a difficult climbing angle that helps stop cats from scaling wood, vinyl, chain link, metal, and brick fences.
- 😻COMPLETE INSTALLATION KIT INCLUDED😻: Comes with everything needed for setup, including 33FT cat fence poly fence mesh, 8 bent mounting brackets, zip ties, anchors, screws, L brackets, and protective gloves. The flexible cat netting can be trimmed and adjusted to match different fence sizes, yard layouts, and outdoor spaces for a customized fit.
- 😻MORE MOUNTING BRACKETS😻:Compared to other 10-meter fence systems on the market that only come with six mounting brackets, our product comes with eight mounting brackets, plus additional cable ties and screws. A bracket needs to be secured every 4.7 feet (approximately 1.5 meters), and this closer spacing significantly improves protection against cats climbing and escaping.
- 😻EASY 4-STEP DIY INSTALLATION😻: Simply mount the brackets onto your existing fence, stretch the mesh netting across the top, secure it with zip ties, and trim the excess for a clean and reliable cat containment system.
- 😻WEATHER-RESISTANT & PET-FRIENDLY😻: Made with durable heavy-duty black poly materials, the reinforced netting and metal support arms are built to withstand sun, rain, and changing weather conditions. The fine mesh design also helps prevent cats from getting stuck or injured.
Reducing risks to cats
CSIRO research scientist Dr Bruce Webber said containment reduces cats’ exposure to traffic, disease, snake bites and dog attacks. He also said cats can be content indoors if they receive appropriate stimulation and have a suitable home environment. PerthNow attributed this remark to Webber: “It’s well known now that pet cats don’t need to roam outside.” PerthNow’s campaign report
Cat Haven CEO Roz Robinson said the organisation received calls for help with cats injured in road incidents and fights. She argued: “Keeping them contained would prevent injuries and increase a cat’s life expectancy.” The statement is an attributed campaign argument; the cited report does not provide independent research establishing the size of any lifespan effect. Balancing cat welfare and wildlife protection
WA Feral Cat Working Group chair Susan Hunt described hunting as innate feline behaviour and said responsible ownership means balancing a pet’s welfare with protection for native wildlife: “Being a responsible cat owner is about keeping your pet cat happy and healthy while also protecting our native wildlife.” PerthNow’s campaign report

Reducing neighbourhood nuisance
The PerthNow report also described neighbours’ complaints about roaming cats spraying and defecating in yards and children’s sandpits. It included a claim by Maylands resident David Dyke that cats had killed up to 893,958 native reptiles and birds in the City of Bayswater over three years. That figure was attributed to Dyke speaking to council; the report does not identify it as a scientific study or an independently verified City of Bayswater finding, so it should not be treated as a general estimate. What Western Australian law and policy provide
The campaign sought state-wide consistency, but the legal context has since included existing local-government powers and a proposed change to the Cat Act. These are distinct from a uniform containment rule already in force.
Existing requirements and local laws
As described in WA Government information updated in 2026, the Cat Act 2011 requires domestic cats to be identified, registered and sterilised, and gives local governments powers to administer and enforce the legislation. WA Government: Cat Act 2011

The WA Government’s Cat Local Law Guidelines say local laws may address nuisance, prohibited places, cat numbers and, in specified areas, require an enclosure capable of confining cats. A local law operates within the relevant local-government district and is inoperative to the extent it conflicts with the Act or another written law. WA Government: Cat Local Law Guidelines
Proposed 2026 amendments
In February 2026, the WA Government said it would progress the Cat Amendment (Local Laws) Bill 2026. The announcement said that, if passed, the amendments would enable local governments to make more explicit containment laws—for example, restricting cats to their owners’ premises, prohibiting cats from public areas or imposing curfews. The cited government materials do not establish that the Bill passed or commenced by 4 October 2026, so these measures should be described as proposed rather than current law. The same announcement said roaming pet cats are estimated to kill millions of birds, reptiles and small mammals each year, but the excerpt does not identify the original study or give a precise figure. It should not be recast as a specific, independently verified statistic. WA Government announcement on the proposed bill

The reviewed notice does not report the review’s final outcome. WA Government notice about the Cat Act review

A catio—a cat patio—or another suitable enclosure can provide outdoor access while keeping a cat contained. The WA guidelines refer to enclosures capable of confining cats, but do not set a universal design standard or certify particular retail products. Owners should check the local law that applies to their address and consider the layout and conditions of their property before choosing or installing an enclosure. WA Government: Cat Local Law Guidelines
- Confirm the local rules: Check the applicable council’s cat local law and any relevant requirements before relying on an enclosure as compliant.
- Assess the property: Consider whether the enclosure can confine the cat securely and how it can be attached to or used with the home. Renters may also need to consider what changes their property arrangements permit.
- Plan for the cat’s needs: The campaign’s position was that indoor or contained cats need appropriate stimulation and a suitable environment; discuss individual welfare needs with a veterinarian if unsure.
- Check any financial offer directly: PerthNow reported in 2024 that the City of Bayswater had announced an offer of up to $500 for households installing a catio. That is historical reporting; the cited source does not establish that the offer remains available. PerthNow’s report on the catio offer
What remains unresolved
The 2024 campaign called for consistent rules across WA. Government materials updated in 2026 describe existing local-law powers, proposed amendments and an Act review, but the sources cited here do not establish that a uniform state-wide containment requirement was enacted, that the proposed Bill commenced, or what the review ultimately recommended. Owners should therefore rely on current legislation and the local law applying to their own council area rather than assume the campaign’s requested policy is already in force.
