For activity guidance, a naming distinction matters: AKC’s separate Russell Terrier profile—not the Jack Russell Terrier standard notes—calls that breed high-energy and recommends an outdoorsy routine with long walks, hikes, games, and mental activity. Do not assume that a Russell Terrier profile applies in every detail to a dog called a Jack Russell Terrier. Will either breed work in an apartment or with children?

A small apartment does not automatically rule out either breed. A Chihuahua’s compact size and ability to exercise through play and short walks may suit limited space. With a Jack Russell Terrier, the more important question is whether your daily schedule can support sufficient activity and mental engagement; a small footprint does not remove those needs.

Consider safety as well as space. AKC cautions that a Chihuahua is too small for roughhousing with children and needs special care in cold weather. What health screening should you ask about?

Screening recommendations are a starting point for a conversation with a responsible breeder, not a guarantee that a dog will never develop a health problem.   2. Assess household safety. Consider children, other pets, stairs, handling, and whether a very small dog could be injured accidentally. Supervise young children around dogs and set clear rules for gentle interaction.
  3. Ask about the individual dog. Discuss activity level, training, responses to other animals, barking, digging, coat care, and health history with the breeder or rescue. Breed tendencies can guide questions, but they cannot tell you exactly how one dog will behave.
  4. Verify the breed label and records. “Jack Russell Terrier” and “Russell Terrier” are not interchangeable labels across every registry or organization. Confirm the dog’s background and request the relevant health-screening documentation.
