Start by asking local shelters and community-service providers what people and pets need most—not by assuming you already know. Then connect the organizations that can respond, coordinate a small number of practical supports, and advocate for housing and services that let people keep their pets.
How do you find out what help is needed locally?
Map the services already working with animals and people facing housing insecurity. Begin with local shelters, then include rescues, animal control, homelessness and housing providers, food-assistance programs, veterinary practices, and neighborhood groups. The Best Friends Animal Society community-organizing toolkit recommends building relationships with shelters and learning how the local system works before proposing a solution.
- Identify every shelter serving the area and whether each is public or private.
- Ask what animals each shelter takes in, what lifesaving programs it already runs, and where it needs support.
- Find out whether animal control is managed by a shelter or a separate agency.
- Ask housing and homelessness providers what prevents clients from accessing services or keeping their pets.
- Inventory existing food, veterinary, temporary-care, and pet-friendly housing resources, including how people can access them.
Invite each partner to describe barriers in their own terms. A surrender inquiry, for example, may reflect an unaffordable veterinary bill or a landlord’s restriction—not a desire to give up a pet. Avoid arriving with a predetermined program; first learn what partners and the people they serve say would help.
How can a community turn that knowledge into coordinated help?
Once you understand the gaps, agree on who will make referrals, provide supplies, and follow up. Choose one or two actions that local partners have requested, assign a responsible person or organization to each, and check back with recipients and partners about whether the support is useful. This is a practical way to apply the toolkit’s guidance to learn, listen, and connect; it is not a guaranteed or quantified intervention.

Potential supports address different barriers. The right choice depends on what is missing locally, how quickly it can be provided, whether it helps keep people and pets together, and whether a partner can sustain it.
| Barrier | Possible community response | What to coordinate |
|---|---|---|
| Food or basic supplies | Pet food pantry, food drive, or distribution of requested supplies | Ask the pantry what food types, package sizes, and quantities it accepts before collecting or buying anything. |
| Veterinary costs or preventive care | Free or low-cost veterinary services, vaccination or spay/neuter access, or emergency financial support | Identify a veterinary partner and clarify eligibility, referral, and payment arrangements before directing people to a service. |
| Housing restrictions | Help locating pet-friendly housing or contacting a housing provider about a specific barrier | Coordinate with the person seeking housing and avoid making promises about a landlord’s decision. |
| Behavior concerns | Behavior support or access to an animal-welfare partner with relevant expertise | Ask what kind of support is available and how a person can reach it. |
| A temporary crisis or service appointment | Short-term fostering, boarding, pet-sitting, or other temporary care | Agree in advance on duration, handoff, veterinary needs, and how the pet will return to its caregiver. |
These service types appear in resources from Best Friends Animal Society and the ASPCA. Availability and eligibility depend on the local provider; confirm details before referring someone.

Make support specific to the person’s stated need
Best Friends describes Paws Humane Society in Columbus, Georgia, as contacting people who have asked about surrendering a pet and asking what might help them keep that pet. Examples include paying veterinary bills, contacting apartment complexes about housing barriers, delivering crates, and repairing fences. The page reports that more than 600 families had stayed together through the program, but does not state when that cumulative figure was published. It also reports that Jacksonville’s Pet Safety Net kept more than 2,200 animals out of the shelter in one year; the page does not identify the year. Neither figure should be read as a current annual rate or as an independently evaluated result. Best Friends’ resource page
How can emergency housing keep people and pets together?
Emergency housing can accommodate pets in more than one way. In a co-sheltering or cohousing model, a shelter might create a designated animal area; the ASPCA recommends keeping pets in the same room as their people when possible. Animal-welfare organizations can contribute animal-behavior expertise, advice on shelter design, and access to veterinary care. ASPCA guidance on co-sheltering people and pets

Planning also needs to account for everyday operating costs, not only construction. In its California Pet Assistance and Support Program example, the ASPCA describes eligible uses including behavior support, food, equipment such as leashes and collars, and short-term pet-sitting so clients can attend supportive-service appointments. The ASPCA reports that the program’s first funding round was $5 million in 2019; applications totaled twice that amount, and an additional $10 million was committed in 2021. Original grants ranged from $100,000 to a maximum of $200,000 per grantee. These are historical program details, not confirmation that a grant round is currently open. Temporary animal housing can also help caregivers experiencing homelessness or domestic violence, alongside services such as food banks, subsidized veterinary care, and community clinics. The ASPCA has endorsed a proposed federal PUPP Act grant approach covering shelter construction or renovation and pet-related supplies, veterinary care, and behavior costs. Its endorsement page alone does not establish the proposal’s current legislative status or that funding is available. ASPCA’s PUPP Act endorsement

How do you offer help without judgment?
Share resource information plainly and let the person decide whether it is useful. Best Friends suggests a simple offer: “I saw this and thought it might be useful.” It also recommends sharing resources through local social groups, organizing food drives, and volunteering at distribution events. Ask what someone needs instead of assuming, and avoid commentary that could make asking for help feel like a judgment.
Communication matters when someone is considering surrender. Erin Dodds, outreach director for Paws Humane Society, told Best Friends: “We identified a need and addressed it with a program that provides proactive help for people having difficulty keeping their pets. Most of our time is spent on communication — getting to the real reason why they want to bring their pet in.” Best Friends’ resource page
