If you mean a Minecraft fishing farm, the cited Minecraft Wiki tutorial says sky exposure matters for fishing treasure: the bobber must meet its “open water” condition. That is different from saying the player or the farm’s collection system must be outdoors. The exact rule for current Java and Bedrock releases is not established by the sources cited here.
When does sky access matter?
The Minecraft Wiki’s community-maintained fish-farming tutorial describes an open-water condition for treasure loot. In that tutorial, the area around the bobber must be open to the sky. This is a condition around the fishing bobber—not a requirement that the player, storage, or other farm components sit outside.
The tutorial associates this treasure-fishing change with Java snapshot 20w12a. Treat that as the tutorial’s historical version reference, not confirmation that the same mechanic applies to every current game edition.
What area does the tutorial describe?
For its open-water condition, the tutorial describes a 5-by-5 area centered on the bobber, at least two blocks deep, with the whole area open to the sky. These dimensions are attributed to that community-maintained tutorial; the available sources do not independently confirm them for current Java and Bedrock versions.

Does every fishing farm need sky access?
Not as a universal rule established by these sources. The documented sky-access condition concerns treasure fishing through the open-water requirement. The evidence here does not show that ordinary fish catches always require sky exposure, nor does it establish how a particular roof, transparent block, lighting setup, water shape, or server configuration affects a current farm.
Java and Bedrock: what is confirmed?
The sources do not settle whether the same open-water rule applies to current Java and Bedrock releases. Microsoft’s official Bedrock enchantment documentation says Luck of the Sea increases the chance of good loot and Lure reduces the wait for a bite, but it does not address sky access.

If your build depends on treasure loot, check the requirements for the exact edition, game version, and server you play on rather than assuming a tutorial’s historical rule transfers unchanged.

This answer interprets “fish farm” as a Minecraft fishing-farm build, which is how the cited results use the phrase. It does not address sky access, permits, or facility design for real-world aquaculture.
