The safer choice is an appropriate, well-fitted product with credible evidence for that exact model, attached as its maker specifies to suitable points in your vehicle. A loose belt tether, ordinary kennel or unverified cargo-area anchor is not a substitute for a tested restraint system.
For most owners comparing a harness and a crate, the practical question is not which category always wins, but whether the specific product, dog and vehicle work together. The Center for Pet Safety (CPS) publishes a directory of certified products; check it for the current model before buying or relying on a product.
Which is safer: a dog seat-belt harness or a crate?
There is no established universal winner. CPS’s available crashworthiness studies—conducted in 2011, 2013 and 2015—tested particular products and setups, not every harness and crate now sold. They show why a product’s exact design, attachment and installation matter, but cannot prove that all harnesses outperform all crates, or the reverse.
Use a harness or crate only if its exact model has credible test or certification evidence and you can fit and secure it correctly in your vehicle. CPS recommends certified harnesses, crates or carriers where possible. Its current directory is more useful for checking models than a broad claim on packaging that something is “crash tested.”

What the crash tests show—and what they do not
Harness results were product-specific
In a 2011 CPS harness pilot, all products in the pilot failed under its test conditions. CPS used a specially designed, weighted 55-pound crash-test dog and conditions generally referenced from FMVSS 213. That 100 percent failure result describes a small, historical pilot; it is not a current failure rate for every harness on the market.
In its 2013 harness study, CPS judged the tested products insufficient in design, materials and overall performance except for the Sleepypod Clickit Utility. The study used weighted, instrumented simulants, not live dogs. Neither study establishes how every current model performs.

Crate performance varied
CPS’s 2015 crate study included products marketed for crash protection as well as investigative tests of lower-cost crates. CPS documented failures involving locks, doors, tie-down brackets and crate deformation. A sturdy appearance or an improvised tie-down arrangement is not evidence of crash protection.
CPS named the Gunner Kennel G1 Intermediate with 8-foot tie-down straps its top performer in that study. The 2015 report summary says it retained structural integrity, fully contained the test dog and, with its strength-rated straps, prevented the dog from striking the seatback fixture. That finding applies to the named crate and test setup; it is not a guarantee in a real collision or for other crates.

The investigative tests also show why an ordinary kennel should not be assumed to protect a dog in a crash. A wire crate secured with rubber straps slid into the seatback and was severely deformed. A reinforced setup still allowed the test dog to strike the seatback and severely deformed the crate.
Carriers are a separate option for some dogs
For small dogs, a carrier may be an alternative, but preventing a dog from roaming is not the same as providing crash protection. CPS’s 2015 carrier results and study summary report failures in some carriers or connection arrangements. Check the current certified-products list and follow the exact fitting and attachment instructions rather than assuming an everyday carrier is protective.

Compare the specific products before choosing

How to secure a dog in a vehicle cargo area
Many pet owners ask how to secure a pet in the vehicle cargo area using a harness or crate. CPS cautions that cargo-area anchors may not be strength-rated for crash forces. Before attaching a restraint there, check both the anchor rating and the platform’s capacity with the vehicle maker. Do not assume an anchor is suitable because it is present or because a strap clips to it.
- Identify the exact product. Check the current CPS directory for the precise harness, crate or carrier model, then read its manufacturer’s directions.
- Confirm the vehicle attachment. For cargo-area use, ask the vehicle maker about anchor strength and platform capacity. Match the attachment hardware and straps to the product’s instructions.
- Fit the dog and product together. Follow the maker’s size limits and adjustment directions. For a crate, check that it fits the available space and that the dog can fit snugly and comfortably.
- Secure the system as specified. Use a harness, crate or carrier’s intended restraint arrangement. Do not substitute a loose extension tether, zipline or unverified strap.
- Check the setup before travel. Make sure closures are latched, straps are attached to the intended points and the product is positioned as its instructions require.
Common mistakes that undermine protection
- Treating a tether as the restraint. CPS’s extension tether warning advises against extension tethers and zipline-style products. A belt clip or tether alone does not establish that a complete restraint system has crash protection.
- Using any crate as a crash crate. Ordinary travel kennels have not necessarily been tested for crash protection. CPS’s 2015 results document failures in specific products and setups.
- Trusting an anchor without checking its rating. Cargo-area attachment points may not be designed for crash loads; confirm the anchor rating and platform capacity with the vehicle maker.
- Assuming certification guarantees every installation. Product evidence cannot compensate for an unsuitable vehicle attachment, incorrect sizing or use that differs from the maker’s instructions.
What to choose for your dog
Choose between a harness and crate only after checking the exact model, dog fit, vehicle space and attachment point. If you cannot verify that the product is appropriate for crash protection or cannot install it as directed, do not treat it as a safety restraint. For a small dog, consider a carrier only when its model and connection arrangement have relevant evidence and the maker’s instructions can be followed.

CPS’s studies are valuable product-level evidence, but the harness, crate and carrier work cited here dates from 2011–2015. Its certification directory is the place to check current listings; the cited studies do not establish a current U.S. government pet-specific restraint standard or a direct modern comparison across all vehicles and dog sizes.
