A dog watching a snack from inches away may be hoping for a taste—but a stare alone cannot tell us exactly what that dog is thinking. Dogs look to people for different reasons, including food, communication, or anticipation of a familiar activity. In this scene, the hopeful expression is easy to recognize; the dog’s precise intention is not.
Why might a dog watch someone eat?
Food-seeking is a plausible explanation: a dog may have learned that watching a person eat sometimes leads to a morsel. The American Kennel Club notes that dogs can also stare to communicate or anticipate what a person will do next, and that there is no single explanation for every stare. Without more context, it would be a guess to say whether this particular dog was hungry, begging, or simply paying close attention.
Whatever prompted the look, the response can shape what happens next. If a dog gets a bite after staring at the table, the dog may learn that staring works. For owners who do not want to encourage begging, avoid giving food in response to the stare.
How to make mealtimes easier without rewarding begging
Give the dog a clear alternative to hovering by the table, and reward that behavior instead. The American Kennel Club recommends options such as a designated bed, crate, or mat; calm behavior away from the table; or an appropriate toy or puzzle activity while diners eat. These are management and training options, not guaranteed fixes.

Teach a settle spot
Choose a comfortable place—a mat, bed, or crate—and reward the dog for settling there while people eat. You can build the routine gradually and use familiar cues such as “Sit” or “Stay” as appropriate. A dog training mat is an optional aid for marking the spot, not a substitute for teaching and reinforcing the behavior.
Use distance or an activity when needed
If the dog cannot settle near the table yet, a separate dining space may help. An appropriate toy or food puzzle can give the dog something else to do while diners eat. Choose an activity suitable for that dog and supervise as needed.

Keep the household rules consistent
If one person gives scraps while another asks the dog to stay away, the dog receives mixed signals. Everyone who feeds or manages the dog should follow the same rule: do not reward table begging, and do reward the behavior you want instead. As certified dog trainer Melissa McCue-McGrath puts it in the AKC’s table-begging guidance, “we would first break down what the dog could do instead, and train an alternative behavior while also managing the behavior I don’t like if necessary.”
Begging is not the same as food guarding
A dog looking hopefully at a person’s snack is not, by itself, evidence of food guarding. But behavior around food that includes stiffness, freezing, growling, snapping, snarling, biting, or chasing people away calls for a different response. The ASPCA lists these as warning signs during food-guarding exercises and advises stopping the exercises and contacting a qualified behavior professional if they appear.

Do not try to take food away from a dog showing these signs or run do-it-yourself food exercises. The American Veterinary Society of Animal Behavior cautions that its gradual bowl exercises are for nonaggressive dogs and may not be safe when a dog already shows aggression around food; seek qualified professional help instead.

A mat or bed can mark a settle spot, while an appropriate puzzle or fillable toy can occupy a dog during dinner. Small training treats may help reinforce calm behavior, but owners can choose rewards that suit their dog. None of these items is essential, and the cited guidance does not establish a best brand or model.
