Are Romulus, Remus, and Khaleesi clones?

What was a real dire wolf?
The dire wolf was an extinct canid distinct from the living gray wolf. Ancient-DNA research has informed scientists’ understanding of its ancestry. The University of California, Santa Cruz report describes that research as revealing surprising dire-wolf ancestry.
Studying an extinct animal’s DNA can reveal evolutionary relationships and differences from living species. It does not, by itself, restore that animal’s genome or establish that a living relative edited to express selected traits is the same species.
Why do the new animals look so convincingly like dire wolves?

Can a genetically modified gray wolf count as a dire wolf?

What do the animals’ reported behavior and care prove?
The research dossier does not establish current independent reporting on the animals’ health or status, nor does it provide a qualifying, attributed quotation about their behavior. It would therefore be premature to draw conclusions about their behavior, care, or resemblance to the extinct species from claims not independently established in the available evidence.
Will Colossal release the wolves into the wild?
The sources reviewed do not establish that the animals have been released into a functioning wild ecosystem or that a self-sustaining population has been restored. A proxy animal is not, by itself, evidence that an extinct species’ ecological role has returned.

So, is this de-extinction or just a wolf made to look like a dire wolf?
The most careful answer is that Colossal reports creating genetically edited gray wolves with selected dire-wolf-like traits. That is a biotechnology achievement, but whether it qualifies as de-extinction is contested.
