It does not guarantee grants or create a general right to keep pets in rental housing. For renters, federal assistance-animal accommodations are legally distinct from ordinary pet policies; for families encountering hospital dogs, programs operate under defined safeguards that vary by institution and jurisdiction.
What Colorado’s human–animal bond law does
Colorado enacted HB26-1229, Supporting the Human-Animal Bond, during its 2026 regular session. The governor signed it on May 8, 2026, according to the Colorado General Assembly bill page. The law adds the human–animal bond to the state’s statutory definition of social determinants of health and authorizes grants to supporting entities through the Health Disparities and Community Grant Program, but only if the General Assembly appropriates additional funds for that purpose.
The statute defines the bond as “the mutually beneficial relationship between an individual and a pet animal within the individual’s care and custody.” That is a statutory definition, not a new individual entitlement to funding or services. Grant authorization does not mean that money has been appropriated or that an organization will receive an award. This is a Colorado law, not a national rule.
The signed text sets August 12, 2026, as the effective date if a specified referendum petition is not filed. If a petition is filed, the affected provisions take effect only if voters approve them at the November 2026 general election, and then upon official declaration of the vote. The bill page records the act as enacted; readers should check the page for any referendum-related updates.

Rental housing: ordinary pets and assistance animals are different
A landlord’s ordinary pet policy and a disability-related request for an assistance animal are separate issues. Under the federal Fair Housing Act framework described by the U.S. Department of Housing and Urban Development (HUD), an assistance animal is not a pet. It may work, provide assistance, perform tasks for a person with a disability, or provide emotional support that alleviates identified effects of that disability.
A person with a disability may request an assistance animal as a reasonable accommodation to a housing provider’s pet restrictions. If the disability and disability-related need are not apparent, and the provider requests it, reliable information related to the disability and need may support the request. HUD identifies possible defenses for a provider, including undue financial or administrative burden, fundamental alteration, an unmitigable direct threat, or substantial physical damage to property. Examples of accommodations include allowing an assistance animal despite a no-pets rule or waiving pet fees and deposits.

This federal guidance does not make every pet an assistance animal or establish a general federal right to keep ordinary pets in rental housing. It is not a complete account of state and local law. For a specific dispute, consult current local advice or the relevant fair-housing agency.

For practical work on rental barriers, the Pet-Inclusive Housing Initiative (PIHI), identified by the American Animal Hospital Association (AAHA), provides data, research, and technical assistance. It is a resource for renters, housing providers, animal-welfare organizations, legislative stakeholders, and pet caregivers—not a legal guarantee that a particular landlord will accept a pet or that a specific rental is available.

Housing access can also intersect with homelessness services. AAHA reports that California’s Pet Assistance and Support Program, launched in 2019, distributed $15.75 million to 37 California organizations during 2020–2024, attributing those program figures to the California Department of Housing and Community Development. AAHA also reports that an evaluation by the USC Homelessness Policy Research Institute and My Dog Is My Home found more than 4,400 people entered shelter while remaining with pets and 886 people moved into permanent housing with their pets. These are figures as reported by AAHA; they should not be taken to establish comparative or causal effects beyond what the evaluation supports. See AAHA’s coverage of California’s program.
How hospital dog programs work
Some children’s hospitals have trained, full-time support dogs. AAHA describes dogs helping children cope with the stress and fear of illness and hospitalization, and names Canine Companions as a nonprofit provider for some programs. A concrete example is Temple Health’s Temple Tails, an animal-assisted interaction program involving certified and/or registered dogs and handlers. The program aims to make the hospital environment more comfortable and less stressful; its page provides a contact route for program information and certification-partner details.

Hospital rules are not uniform nationwide. Illinois offers one official example in its administrative code: “All animal-assisted therapy sessions shall be prescheduled and approved in advance by the patient’s physician and hospital staff who are responsible for the program.” The Illinois rule also addresses written policies for permitted areas, session length, animal types, safety incidents and patient consent; requires a capable staff member or volunteer to accompany animals; and calls for annual program evaluation. These are Illinois requirements, not a universal national standard.

AAHA’s roundup mentions possible reductions in stress markers, blood pressure, and pain, as well as potential heart and lung benefits. It does not identify the underlying studies, methods, or effect sizes. Those claims therefore should not be presented as established clinical outcomes or quantified benefits on the basis of the roundup alone. A specific causal or numerical claim requires support from the relevant primary studies.
