Hillarys Dog Beach was closed on 7 August 2025 after storms exposed debris that might include asbestos, but the City of Joondalup later reported that the storm-response closure lasted two weeks. That temporary closure is distinct from the City’s continuing inspection and management of asbestos-containing material at the site. The City’s general dog-exercise page lists the beach and its rules, but does not confirm same-day access or provide an asbestos-clearance notice; check current City alerts and signs before visiting.
Why Hillarys Dog Beach closed in August 2025
After heavy storms, building debris and steep embankments were exposed along much of the dog beach. On 7 August 2025, the City announced a precautionary closure because the debris might contain asbestos and other dangerous materials. The initial notice said access would remain prohibited until further notice while the City and licensed asbestos experts carried out work. Mayor Albert Jacob said, “For everyone’s safety, access to this section of beach will remain restricted while works are underway.” City closure notice, 7 August 2025.
How long did the closure last?
The City’s later corporate report says the storm-response closure lasted two weeks, while access paths were reinstated and exposed debris was removed. That means “closed indefinitely” describes the wording of the initial notice, not the eventual duration of the closure. The two-week period refers to the storm response; it does not mean asbestos management at the site ended. City corporate report, 2026.
What debris and asbestos-related material did the City report removing?
In its 2026 report describing the 2025 response, the City reported removing approximately 13 tonnes of debris, including 200 kilograms of potential asbestos-containing material. The report also says later soil assessments found low levels of asbestos fines and fibrous asbestos, and that 43 cubic metres of affected soil were removed. These are quantities reported by the City, not independently verified measurements. City corporate report, 2026.

Why asbestos management continues after the temporary closure
Historic material can be exposed by erosion
The City says fragments likely came from beach shacks along this coast, most of which were made from asbestos sheeting and corrugated iron and demolished in the 1970s. Some material was buried on site, and wind and wave erosion have exposed fragments over time. City information on asbestos at Hillarys Dog Beach, 2024.
Inspection and removal are ongoing
As of the City’s March 2026 council agenda, the site was being managed under an Ongoing Site Management Plan provided to the Department of Water and Environmental Regulation (DWER) and the Department of Health for review and comment. The plan calls for regular inspections, weekly contractor attendance, and removal of exposed asbestos-containing material as dune movement reveals it. The agenda estimates the annual contractor cost at approximately $62,000 and says the City was assessing remediation options. The continuing management plan is separate from the two-week storm-response closure. City council agenda, March 2026.

What the City said about health risk
In 2024, the City said DWER had advised that the human-health risk was low and described the contamination level per area as very low risk under relevant Department of Health guidance. Those are the City’s characterizations of the assessed risk at that time; they are not a guarantee that all contact is harmless or that every part of the beach has the same conditions. The City’s general animal-exercise page currently lists Hillarys Dog Beach as an off-leash area. It says dogs must remain under effective control, and must be on lead in the car park and on the path. The page also directs visitors to follow signage, but it is not a dated reopening notice or explicit asbestos-clearance statement. Check the City’s current alerts and signs at the beach for access conditions on the day. City dog exercise areas.
