That is a reported explanation, not a measured before-and-after finding: the sources available do not establish how many Indian casualties the fence caused. Nepal’s 2025–2035 elephant plan confirms that elephants move across the border and that fragmented habitat and settlement growth contribute to conflict on both sides.
How could a border fence increase conflict in India?
Elephants use routes that cross the India–Nepal border. If a barrier blocks or redirects those movements, animals may be pushed toward other routes, including areas where people live and farm. Scroll reported that this is happening in North Bengal: the fence obstructs and diverts elephant movement, worsening conflict on the Indian side. Scroll’s 2020 report is the source for that specific causal account.

The qualification matters. The material available here does not provide a before-and-after estimate linking this particular fence to a measured rise in Indian deaths or injuries. The barrier is a reported contributor, not a proven explanation for every encounter or a quantified cause of casualties.

India and Nepal share elephant landscapes, not sealed ecological boundaries. Nepal’s Department of National Parks and Wildlife Conservation says in its Elephant Conservation Action Plan for Nepal (2025–2035): “There has been a continuous movement of wild elephants between Nepal and India since hundreds of years.” The plan identifies Jhapa, Bardia, and Suklaphanta as important areas for transboundary movement. It describes small herds of 10–30 elephants regularly crossing, as well as seasonal movement through western corridors.

- High-Performance Output: 12V DC input, 12KV output. 9J stored energy / 8J output energy. High joule electric fence charger effectively deters predators and contains livestock when connected to fence lines. (Do not touch unit or fence while energized)
- Long-Range Coverage: DC fence energizer powers up to 20 miles of fence line under vegetation-free conditions. For safe operation, drive 1–3 steel grounding rods (1.5m each) securely into the ground
- LCD Power Display & Alarm-Ready: 9 Joules electric fence charger with LCD display - Real-time monitoring of input voltage and battery level. Includes built-in alarm for added security
- Flexible Power Options: 12KV electric fence energizer supports AC direct connection, battery, or solar panel combinations. Choose the ideal setup for your location
- Waterproof Design: Waterproof design ensures electric fencer reliable operation in rainy conditions
The same plan links conflict to habitat fragmentation and growing settlements on both sides of the border. A fence can therefore add pressure to a landscape already made harder to navigate: elephants still need to move, while corridors and nearby human land uses shape where they can go.
What the North Bengal figures do—and do not—show
Scroll reported a 2017 estimate of 488 elephants across 1,933 square kilometres in North Bengal, compared with 647 elephants in 2012. These are estimates reported by the 2020 article; they do not, by themselves, demonstrate that the fence caused a population change or a rise in conflict.

- WEATHER-RESISTANT HOUSING BUILT TO SURVIVE REAL FARM CONDITIONS - Works with any electric fence wire, poly wire, or poultry netting. Mount indoors or out with flexible, energy-efficient installation options for any farm setup you've got.
- CHICKEN-KEEPING, ENGINEER-TESTED FOR THE REAL WORLD - Built by a Missouri family who’s raised birds through Midwest storms. We proudly offer industry-leading customer service from our American-owned business in Perryville, MO, USA.
Scroll also reported that North Bengal accounted for almost 12% of all human deaths caused by elephants while supporting less than 2% of India’s elephant population. That comparison underscores the severity of the regional problem, but it does not isolate the fence’s contribution to those deaths.

When fencing helps, and when it can cause harm
Fencing is not automatically an effective or safe solution. Nepal’s action plan says fence performance has been mixed: barriers with regular maintenance and a reliable power supply could be effective, while those lacking community ownership were less effective. A 2025 study by Chakraborty, Halder Mallick, Paul, and Debnath assessed 62 fences at conflict-prone sites in northern West Bengal. The authors reported 32 active fences and 14 lethal fences. “Active” describes condition, not proven success at preventing conflict; the study abstract does not establish how many elephant deaths the lethal fences caused.

- CONTAIN LIVESTOCK: Use this AC electric fence charger to energize up to 10 miles of electric fencing in ideal conditions (no weeds) and up to 1 mile (heavy weed conditions). Delivers 0.5 joules output with up to 10,500 volts to effectively contain cattle, horses, pigs, and goats
- MAINTAIN PERFORMANCE: Power through heavy vegetation as the low impedance design helps maintain effective electric fence performance even when weeds contact your wire fencing system
- VERSATILE FENCING: Compatible with all electric fence wire types including high tensile, polywire, and polytape, this fence energizer is ideal for farm fence applications and livestock containment projects
- USE YEAR-ROUND: Protect circuitry from weather extremes with the heavy-duty cabinet and moisture-resistant internal components, while the electric fence indicator light shows fence status for reliable electric fencing operation year-round
- MADE IN THE USA: Each Zareba electric fence charger is manufactured in the USA, designed to help keep out pests or predators while securing your livestock investment. Utilize this charger alongside Zareba electric fence wire and insulators to complete your electric fence project
In Jhapa, Radio Nepal reported in April 2024 that 76 km of solar fencing had been constructed at different locations. Its report also described an earlier 18 km electric fence at Bahundangi, later solar-fencing stretches, and older barriers in need of repair. These are dated installation reports, not evidence that the fencing was effective or that it remains in the same condition today.

The Nepal action plan and conservation projects point toward managing movement and risk together rather than treating a fence as a standalone fix. The National Trust for Nature Conservation’s western Terai project describes a package that includes reviving an 80 km fence with an additional deterrent component, fence-watch guards, watchtowers, alternative crops, elephant response teams, a human-elephant conflict database, awareness work, and local cross-border cooperation. These are listed project outputs or plans; they do not prove every target was completed or that one measure reduced conflict.

For any intervention, the practical questions are whether elephant routes remain connected, whether equipment is maintained and monitored, who is responsible for repairs, and whether people on both sides of the border coordinate. Measures also need to address local crop-raiding patterns and avoid transferring danger from one settlement to another. The sources do not provide a ranked trial showing that one of these measures works best everywhere.

A 2024 study of casualties around Koshi Tappu Wildlife Reserve in Nepal found that human behavior, including failing to heed danger and confronting elephants, accounted for more casualties than elephant behavior. It recommended elephant-ecology awareness, training in deterrence and conflict avoidance, patrolling, and regular fence maintenance. Those findings concern that Nepal study area and should not be treated as an explanation for incidents in India.

What is established about the fence’s impact?
- Scroll’s 2020 report attributes worsening conflict on the Indian side to an electric fence that obstructs and diverts elephant movement.
- Nepal’s 2025–2035 plan documents continued cross-border movement and describes fragmentation and settlement growth as broader conflict pressures.
- The available sources do not quantify the border fence’s causal effect on Indian casualties.
- Recent West Bengal research reports both active and lethal fences, reinforcing that fence condition and safety matter alongside any deterrent effect.
